This is the Lovelace Group of Lake County and this is our Blog page. This Blog is dedicated to the good citizens of our county and with their help and dedication to change and transparency. This site now has 6 years of existence. It started several years ago dedicated to the removal of two public officials holding office in our county. Sheriff Rodney K. Mitchell and District Attorney John Hopkins. As our group began to look at the actions and incidents of corruption, elitism, and crony-ism that was entrenched in our local governmental system it became clear that something must be done to change the course of the past 15 years. Lake County is one of the lowest rated counties in the state from health criteria to water quality. Meth is still a severe issue, tourism is dying, and housing value is stagnant. Our lake is dying due to total government mismanagement.  Change is needed.  A model was created, this model was based upon the use and concept of social communications and Internet dialog to promote public awareness and further the cause of radical change in our community. By various means we brought our site to the attention of the citizens and public officials in our county. Now approaching  one million comments, several elections, and an amazing county, state and country wide audience we are pressing forward for even greater social change and policy restructuring within our county. Environmentally and from a governmental failure, our county is dying.  

What has been accomplished thus far would have been hard to imagine 48 months ago. Sheriff Rodney K. Mitchell has been removed from power, District Attorney Jon Hopkins has been removed from power. One of the driving forces for the exposure and removal of these two corrupt individuals is a terrible incident involving a boating accident on our local lake when a sheriff's deputy named Russell Perdock drove his speed boat at high speed in the middle of the night over the top of a sail boat just leaving the docks with running lights on killing at a far to early age a beautiful women name Lynn Thorton, at the helm of the sailboat was Bismarck Dinius. What followed is hard to imagine. Then sheriff Mitchell and DA Hopkins charged Bismarck Dinius with the death of his passenger Lynn Thorton and protected their deputy Russell Perdock, charging him with no crimes. During the course of the criminal trial cover-ups, illegal actions, jury tampering, and a host of other issues spelled the doom of Mitchell and Hopkins and the total unanimous jury acquittal of Bismarck Dinius. A federal civil rights trial of massive proportions has been settled in San Francisco federal court with several million dollars going to Mr. Dinius. Both Mitchell and Hopkins were key individuals in the attempted prosecution of Bismarck Dinius and cover-up of the truth of the accident. With this incident in mind we launched the sheriff Mitchell Watch Blog, of which our URL remains the same but our Blog name has now changed to Lake County Government Watch. During the adventures of our first year we were able to elect Sheriff Frank Rivero into the sheriffs position.  For 4 years running the GOB network has attacked sheriff Rivero. A phony Brady process by DA Donnie Anderson, a Trumped up recall attempt by Brian Martin and Rob Brown, and a vote of no confidence by the BOS were some of the constant attacks by this elitist network.  Now in the recent election, the local media showing no journalistic integrity has assisted in taking our sheriff out of office, he is being replaced by a Good Old Boy who is directly connected to former sheriff Rodney Mitchell.  Although we will have one or two new supervisors in district's 2 and 3, we are saddened with the loss of sheriff Rivero. Sheriff Rivero was of Cuban blood. The severe racism still embedded in the power brokers of Lake County and their family and friends remains a major issue.   However we are steadfast in our dedication to you the people of this county and of  furthering transparency, honesty, and government integrity in our county and beyond.  

What we have found during the course of our own investigations in the county is stunning to say the least. It was discovered that a local Internet paper called Lake County News run by Liz Larson and her husband John, in our opinion were in collusion with local government officials. We then exposed this paper for its biased and fascist operations discrediting their reporting and any semblance of credibility they once had. The Record Bee has done no better and due to a massive amount of pressure local editor Mandy Feder is leaving the paper. Both papers outright attacks on Sheriff Rivero scraped the bottom of journalistic integrity.  One of the more significant discoveries also exposed several of our local Board of Supervisors to the citizens scrutiny. Most significant is Rob Brown, whom we continue to bring the light of transparency and exposure to his actions and Neanderthal approach to governance.  

As together we continue our Blog and our efforts towards community awareness and change we want to thank the many citizens from deputies current and former to just good folks helping and offering assistance.

This process of change in a county or government system run through an entrenched multi-generational nepotistic, wink wink, system of government(GOB's or Good Ole Boys) is difficult to accomplish, new ideas and change are not embraced. Those that have the power and control will not give it up easily.   Thank you for joining us here, we are the voice of the voiceless of which in today's world there are far to many whose voices are not heard.

Finally as of this editing, we are but a few days away from 2,000,000 page views in 6 short years, in this a county of 60,000 and change. All of you are the reason we hit that milestone.

Who's job was sacrificed in probation so soon after Rob voluntarily quit the Sheriffs dept to give it to Rob?
Who's job did Rob then sacrifice to hire Brian Martin to the number two spot in Probation?

Neither of the two had experience in Probation that I can find.

If Rob's and Brian's positions did not require experience Who was/is the decider when it comes to Top jobs with the county?

"Nepotism"&"Cronyism" has no place in County Government.

I find it offensive that the special people can move around in county positions at will while so many others are passed over or eliminated to make room for them.
Brian Martin has publicly stated that should he succeed in the next election he will quit his present position at Probation.
Only in Lake County can you expect and be paid to Campaign for yet another County Position.
Unless of course your last name is Martin...

Can anybody tell me why the DA's office has not charged Craig Clausen's kid with assault yet? My friend was attacked by Craig Clausen's kid back in October 2013 -while at school mind you and the other day we called the DA's office on the case to see what was taking so long there still has nothing filed on it. Is this going to be one of those cases when they claim the time to file ran out so there will be nothing that can be done? This is just so stupid because everyone knows the boy is a punk but then they do learn what they see at home and maybe he can say he is sorry to my friend and get off scott free just like his dad did when he roughed up his old lady neighbor. If this kid doesn't get charged what message does that send to people and this boy in particular? My dad's got power and he has powerful friends so I can do anything I want and there are no consequences to face, who will he beat up next time he gets mad? How bad will the next beating be? Will he have to kill someone before anyone thinks it's important enough to dare show him his behavior is wrong? oh no that's right Perdock killed someone and those same powerful friends let him get a freebie too. Thank you DA's office for your concern for the little guys - I think my vote will go to Mr. Ross and hope he gets that place back in line with how a real prosecutors office should run.

Kathy Maynor thank you for the updates on the show and info about what Don Anderson said. I hope if Andre Ross wins the election then it sounds like he needs to get some new top people to assist him because clearly the ones who have been there steer the boss in the wrong direction. Look at all the dumb moves DA Anderson has made so far, I have to assume he speaks to his top people Deputy DA and Chief Investigator to assist him in making moves or decisions and if those two don't do anything to let him know it is a dumb move then why would Andre Ross trust their judgment? I say Andre Ross should clean house!

If Ron can stop su%&ing off Martin here are some questions he can ask him.

As a major Mitchell supporter in the past election here are some questions just to see if anything about Martin has changed:
1. Given the terrible racist attacks on Rivero during the last election are we to believe you have suddenly changed?
2. What role did you play in the Rhonda Rully scam. and do you think it was a fair thing to attempt?
3. Rob Brown is a key supporter of yours including John Jensen, Tommy Andrews(he pulled the gun on Howe in the bar with Brian there) and Renee Leffler(kat women)what does this say about your own integrity? Do you support Rob Brown>
4. What role in the "screen tests" the deputies conducted did you play?
5. How did you access the Rimms system with your private investigation business you had with Howe.
6. Who paid for the private investigators to go to Florida to try and dig up dirt on Rivero in the last election? Taxpayer money did most say.

Question to Ron Green, since Ron and all of us known Chalk does not have a chance, Ron are you voting for Martin. the answer must be yes since there are no other choices.

But Brian only mentions two county positions? Why is that?

Brian has held four local gov positions and Brian has Quit every one.
Only a privileged class would be given that many opportunity's to suck at the county trough.
Name one other county employee that quit and has been rehired that didn't belong to the elite group?
Cronyism and Nepotism in the county is out of hand and giving Brian Mitchell another county position only encourages it.

A good example is the Martins.

Lt.Brian Martin snuggled up to Mitchell through out the Perdock cover up and corruption uncovered during the campaign.

The citizens elected Sheriff Rivero to clean up the mess and Lt.Brian Martin quit?

Go figure.
We don't want a Family owned and run county!!

Brian Martin, a former sheriff's lieutenant currently serving as assistant chief of the Lake County Probation Department,
Martin said he's pursuing the sheriff's job, and the role of public servant, because service to the community is a family tradition.

Just so you know Brian had 2 other county jobs between working for the Sheriff and where he is at Probation, he first was a court investigator then had a short stint with the DA's office as an investigator.

My god the man has had four public employee positions already.
he voluntarily quit one to go to another and another that he will now use as a stepping stone to another.

His wife, Crystal, works as a victim advocate in the District Attorney's Office's Victim-Witness Division.

His mother, Joyce Campbell, is a retired prosecutor who now works part-time at the Self-Help Law Center in Clearlake.

Martin's father is Judge Richard Martin, who has presided over Lake County Superior Court's Department 2 since 2005.

And who has paid and will pay for this?
We have, And we will.
Enough already.

I tried to call into Ron's show but got a busy signal. I doubt he would have put me on anyway. The person who said I've had my 15 minutes of fame on the Dinius jury and I'm an idiot.....skip the next few paragraphs, as you will find them painful to read. I had only been in the county a few years when I was placed on the Dinius jury, and can only say that I am shocked and disappointed that none of the other 11 jurors or the alternates aren't speaking up, to remind this county and to inform newer residents of what we had when that case went to trial. Brian Martin mentioned on the radio that one of the things he would do differently is administer a breath test immediately, which Jim Beland suggested and was shut down for. That would have been good, but the major blunders on both the part of the Sheriff and DA were much more obvious and shameful. Brian Martin knows what they were and didn't speak out. I voted for Rivero and Anderson to improve county law enforcement. But I believe what Jill Ravitch (DA of Sonoma Co.) believes. "It is the DA's sole responsibility to determine criminal liability - not to evaluate the Sheriff's Office protocol or training procedures". Rivero has made many, many improvements, and DA Anderson has been fighting him all the way. I support Andrew Ross for DA. Sandy Bayles

Breathalyzers are not thought to be as reliable as blood test for BACs so the decision at the scene of the boat wreck was made in order to get the most unimpeachable evidence possible. I suppose it would have been preferable to get BOTH kinds of test done, but the breathalyzer would have been criticized had it been the only method used.

What were the blunders, you might ask? You talk about our Sheriff costing the county some money for attorneys....there were 14 lawsuits or more against us when Sheriff Mitchell was in office. It wasn't in the press enough, but the sailboats all left Clearlake after we let a Deputy Sheriff drive over a sailboat, killing a mother (who also previously worked in law enforcement) and then didn't go after the guilty party, instead charging the sailboat "driver" who was barely going 5-10 miles per hr. in the dark!! Dispatch should have ignored Perdock when he said "Get help, but call CHP and tell them we have this covered". The Sheriff AND the DA should have insisted that the investigation be immediately turned over to others, instead of that happening later. Blood evidence shouldn't have been stored in a vehicle overnight, Perdock should not have been allowed in a building where he could access RIMS, we shouldn't have had to pay a jury to sit for days and days and listen to testimony regarding whether the sailboat lights were on or off!! Are you kidding?? He was going a minimum of 45 miles per hour in a speedboat, in the dark, with people on his boat, and wasn't even out in the middle of the lake. He was showing off. I don't care if he hadn't had a single beer all day long, he should have been charged with reckless endangerment. It was not, as he said, "just" an accident. But Perdock was never, ever charged. What does that tell the public about double standards? And I bet you a million dollars that if I needed help and Brian Martin were to ever work for the Sheriff's Office again, he wouldn't answer the call because of who I am. Ask Bill Shields about the time Brian arranged for him to have to sit in the hot sun to try to defend Rivero against the Recall Petition that Martin and Ron Brown's son so badly wanted signed. He made the manager make Bill move to the public sidewalk, because that's where he had been told he (Martin) had to stand....never mind that it was over 100 degrees, Bill is up in years, and was dressed nicely (not in summer shorts and a T-shirt). Martin is not compassionate, doesn't report things that should be, and is waaayyy too friendly with the DA. Working relationships are important, yes, and compromise and civility are necessary, but I would take Rivero's morals and judgment any day over his. Keep Rivero. Sandy Bayles

Why would Becky Mitchell be a threat? She has MS and is in a wheel chair? Farrington has several black friends, Renee Leffler has not had anything to do with Kip in like 3 years and is married. I know her and her husband ride motorcycles with the black deputy and a black retired firefighter, Ringen has several black friends. So where do you come up with these people being racist? Just because they do not support Rivero does not make them racist.

Last election almost everybody wanted a Rivero sign. He had way more than Mitchell and it showed in the polls. This election nobody wants a Rivero sign in their yard. I mean nobody. He has screwed over every group in the county. You name it, Frank has jammed it to them dry. Pretty hard to win an election with nobody in your corner. C Ya Frank

Speaking of Kip and Renee, I wonder if Renee's hubby knew what Leffler was doing with Kipster while he was still married. Now when Rivero confronted Kip and asked him straight up if Renee was married and if he knew it, and Kip lied about it, Rivero had to dump KIpster as we had two married people fooling around on each of their spouses. These my friends are the ones supporting Martin. Nice folks huh.Hey Renee what happened at the storage shed where the stolen bullet proof vests were hidden? You said something about that, now what was it. Brian have you come clean yet your supporters have not. Recently Judge Martin ruled on a senior housing rent control issue before his court. Mr. Nelson Stasser wrote an opinion piece concerning Judge Martins ruling against his efforts to protect the seniors from rental pricing hardships. Although all generally(including Mr. Stasser) agree that the rent control initiative had legal make-up and wording issues that needed to be corrected, but this was not the crux of Mr. Stassers opinion. The paragraph below suggests a far more sinister reason for Judge Martins ruling. As Mr. Stasser opined.

“And then I realized that the conclusion had been foregone. But something has always seethed under the surface of Lake County. Racism, and in time it manifested in every corner of the county. Some deputies were racist, many of you know the names and the incidents to which I will not elaborate on in this delivery. Many of you also know that the simple mentioning of his name will bring his wrath of racist ramblings to the comment section of this article.

As Lake County began it's decline in the mid 70's and economic conditions deteriorated, a great number of houses were lost, closer water venues became available at reservoirs south of here and Clear Lake lost its appeal. It was during those times that more who were racist stayed in the county and the demographics of diversity shifted to majority white. Lake County tried to hide it, but the passive racism as mentioned lived on, resurfaced and in fact thrived and grew for many years.

In the latest housing boom gone bust new “blood” came into the county, a younger more progressive population came to roost and issues of racism began to surface and be exposed. Not only within our local LE departments but in local government as well. It will be critical if Lake County is to continue its growth out of our racist biased and past not to PR the racism in our county, but to expose it, only the powerful light of the truth shone directly on the words, and acts of racism in our county can carry us to a greater and wiser community, devoid of the ignorant darkness of judgment by color.

In a case that has brought cries of racism from civil rights groups, Renato Hughes Jr., 22, was charged by prosecutors in this overwhelmingly white county under a rarely invoked legal doctrine that could make him responsible for the bloodshed.
He is scheduled to go on trial Nov. 27.
"It was pandemonium" inside the house that night, District Attorney Jon Hopkins said. Hughes was responsible for "setting the whole thing in motion by his actions and the actions of his accomplices."
Prosecutors said homeowner Shannon Edmonds opened fire Dec. 7 after three young men rampaged through the Clearlake house demanding marijuana and brutally beat his stepson. Rashad Williams, 21, and Christian Foster, 22, were shot in the back. Hughes fled.
'Provocative Act' doctrine used
Hughes was charged with first-degree murder under California's Provocative Act doctrine, versions of which have been on the books in many states for generations but are rarely used.
The Provocative Act doctrine does not require prosecutors to prove the accused intended to kill. Instead, "they have to show that it was reasonably foreseeable that the criminal enterprise could trigger a fatal response from the homeowner," said Brian Getz, a San Francisco defense attorney unconnected to the case.

The NAACP complained that prosecutors came down too hard on Hughes, who also faces robbery, burglary and assault charges. Prosecutors are not seeking the death penalty.
The Rev. Amos Brown, head of the San Francisco chapter of the NAACP and pastor at Hughes' church, said the case demonstrates the legal system is racist in remote Lake County 100 miles north of San Francisco. The sparsely populated county of 60,000 people is 91 percent white and 2 percent black.

Wow what a great turnout and what a great day with Frank and all his supporters, the place was packed and man was it a blast. The greatest was part was the diversity people from all walks of life were there. A great bunch of people, as always for those who support our sheriff. Geeeee we missed Ron Green today. LOL.....NOT!!!! Frank is so pumped up he feels great about how things are going and the amount of great support he has. A great day overall. The people all down to earth great people, no sunglasses kicked back on their heads no phony silicone wives, no uppity ups, no racist just a great bunch of people. Sheriff Rivero was not happy with D.A. Anderson’s decision to enter into a plea agreement that did not include Lazard registering as a sex offender. Sheriff Rivero telephoned Mr. Anderson and they discussed the matter. Sheriff Rivero also called Chief Rasmussen. Brad Rasmussen told Sheriff Rivero that he was the Interim Chief and did not want to get involved in any conflict. Sheriff Rivero did not remain silent on the issue. He could not change the outcome, but he had campaigned on the issue of trust and change. The handling of the Justin Lazard case seemed like “business as usual” with the same old two tier system of justice. One might equate this first conflict to a school yard brawl. Sheriff Rivero threw the first punch. You can decide if he was justified.

The pesky problem with school yard brawls is when you get caught you have to justify your action. The voters of this county will be the School Principal. They will hear both explanations, then decide.

Sheriff Rivero expressed his feelings to Chief Rasmussen, Ed Borg and D.A. Don Anderson at the time. It’s just common sense that if a person commits a sex crime, you follow the law and have that person register as a sex offender. That protects future victims in this county, in New York or any other place this offender may live or visit.

D.A. Anderson however, was asked as recently as March 22 during a radio interview about his actions almost four years ago. His explanation included a lot of bobbing and weaving. D.A. Anderson said Mr. Swanson assured him it was a “one time thing”. D.A. Anderson did not clarify how it could be a “one-time thing” if Lazard had a prior act in Monterey just before the court appearance in front of Judge Martin. D.A. Anderson went on to try to explain that Lazard was not sexually gratified by the act and somehow that made it not a sex crime. D.A. Anderson did admit Lazard had “it out and in his hand” when the Lakeport Officers approached him. We have to assume “it” means his genitals. Anderson said Lazard was in a “coma like state” when approached by the officers. D.A. Anderson was confident that Lazard would get counseling and live in New York, so everything would be fine. D.A. Anderson never spoke of the two little girls that Lazard exposed himself to.

I read Jeff Markham's cry baby post in Lake Controlled News today. Here are some details that Jeff forgot to talk about. In the last election Jeff was playing golf with Jack Baxter and convinced Jack to run for Sheriff as a spoiler to defeat Rivero. Jeff didn't mention that he wanted to run for Sheriff the election before that until he had a meeting with Mitchell, at Perkos, and was told by Rod that if he ran against him, he would ruin his career. Jeff didn't run. You should have heard Jeff's wife talk about how much she hated Mitchell. After Baxter lost Jeff and Jeannie's new best friend was once again Rod Mitchell. Jeff also did not give any details of his Federal sexual discrimination lawsuit that paid out a large sum of money to a former employee.

After almost 16 years Rod Mitchell, during a heated election, becomes concerned about how his Officers are behaving and treating people? The person he appoints to do this is sexual discriminator Jeff Marham. Why doesn't LCN post any of these details?

Read between the lines people, I for one don't want to go back to the way things were.

Justin Lazard lived in Desert Hot Springs CA not New York. 13 days 2 arrests for Indecent Exposure and exposing himself to children and Don Anderson refuses to make him register as a sex offender. What does that tell you about Don Anderson?

DA Don Anderson has shown his colors in several ways. The worst, by apparently doing favors for friends (cronyism) and in turn protecting sex offenders. This is a blatant disservice to the citizens and puts the DA's office in a corrupt position. Protecting sex offenders and not cooperating with an illegal RIMMS investigation. Not only should Don Anderson be taken out of the DA's office in the up coming election, he needs to be looked at regarding the illegal access of RIMMS within the DA's office.

The investigation of alleged inappropriate access to the RIMS files included an interview with Lieutenant Brian Martin. Lt. Martin became aware of the alleged inappropriate use of logins by District Attorney investigators from staff. Lt. Martin explained that a Lake County Sheriffs Dispatcher was permitted greater access to Sheriffs Department data than a DA Investigator. Lt. Martin stated that he was unaware of any special exemption given to the Lake County District Attorney's Office to permit those investigators to use their credentials as a dispatcher when they were performing duties for the District Attorney's Office. According to Lt. Martin, the number of searches conducted by the District Attorney investigators appeared to be greater than what he would have expected and he expressed concerns about the possible misuse of login credentials.

This is going to be a very interesting election. Just as the last election when citizens realized that corruption was actually alive and well in LC. Fact; The corrupt sheriff (Mitchell) and corrupt DA (Hopkins) were thrown out of their positions. It has been said many times cronyism, nepotism and covering-ups need to stopped in Lake County. The only way is to try and not elect candidates tied to this type of activity. If it looks like a duck, sounds like a duck, walks like a duck it is probably a duck. Vote smart on election day! Throw out Anderson and keep the current sheriff who is doing his best to expose LC corruption.

Had this been any other Sheriff it might not have been a blip on the radar. However, Sheriff Rivero was not just any Sheriff. Sheriff Rivero was considered an “outsider". He had just won an election that, even by Lake County standards, was not pretty to watch. It was dirty politics on every level. His character was attacked and his family was attacked. Sheriff Rivero received death threats. He was the underdog that no one expected to survive the attacks, let alone win.

Should the citizens of this county in the majority elect Brian Mitchell to replace Rivero, then you would simply have to write off this county as dead in the water. Law enforcement and medical personnel responded to the scene of a shooting late Tuesday night in Lucerne.

The incident was first reported just after 10:40 p.m

Several shots were reported to have been fired with a handgun at a residence in the 6300 block of 12th Avenue, reports from the scene indicated.

Central Dispatch received reports that one person had been shot, with the male subject who was responsible fleeing the scene on foot toward the Tower Mart at the corner of 12th Avenue and Highway 20.

I would be okay with Perdock being on Team DUI if it had been a court ordered sentence, but as we all know he got away scott free from the boating accident that resulted in a death, he is not the best example to be standing in front of our children and saying he was angry at the driver..... Let's assume for a minute that Russ Perdock hadn't been drinking on that fateful day, and that the sailboat tiller operator was. NEVERTHELESS -- are you kidding me??? He has been quoted in the paper as saying that Dinius should have been found guilty. Well, this juror member feels that the entire GOB system in Lake County shouldn't have covered for Perdock, and he should have been charged with the numerous things he had done wrong. He was speeding in the dark (yeah, yeah, there is no speed limit on the lake.... ever heard of "FOR THE CONDITIONS"??? He endangered the life of the pre-teen or young teen who was on the boat with him (regardless that she said she wasn't scared...all kids want to be known as brave). He broke several boating rules that state that the sailboat has the right-of-way over the speed boat (and his ex testified that Perdock had a "need for speed". He has no right to preach to others!!!! Sandy Bayles (yeah, I also know I already had my 15 minutes of fame....blah blah blah) Vote Rivero for Sheriff so this never happens again.

It's bad enough that Perdock is on the Fire Board and Teen DUI, having not only never been charged with crimes related to the boating accident, but also going around talking about how he was a victim too... he hasn't paid any dues, and isn't the person who should be telling the teens how angry he was at the driver of the car when an incident resulted in death.... If he gets back into the Sheriff's Dept., I will be in front of the Sheriff's Office in all of my spare time with picket signs and all of the volunteers I can get. You can count on it.
