Not earthquake approved, old foundation of a smaller shed was used to build the new one, Borgie provided the wood to Brown, and made a healthy profit dealing with Rob, and they got trouble right here in river city.p More details to come as several people are looking into the state permitting and who signed what.

VERY IMPORTANT: People at K-Ville have said this morning that Rob Brown himself ran into K-Ville lumber and grabbed the In lieu of signature sheet off the counter after the Blog reported his illegal signature gathering attempt!!!! brown used fear & intimadation on many of the people who worked on the his project! he went through his list of people he had "bailed" out of jail over the past few years that he knew did constuction work and then contacted them with claims that they still owed him money. he told them that they could work off the supposedly owed money by working on his KHS project "wrestling room" for free. he made it very clear that he would use his influence with the local cops to cause trouble with anyone who refused him.

none of the many people involved in the constuction of the "room" had proof of a TB test on file with the district or "background" checks done on them as is required by law.
you see, when people "work" on a school campus even if children aren't present the law says they must have had a "lifescan" i.e. "Megan's Law" came about after a highschool student named Megan was raped and killed by a janitor who was working at her school campus as a sub. and not a regular employee. Since then all persons working for a school must have a background check.
any work done by 3rd parties must also jump through all the hoops! Anyone building/remodeling etc. anything on the "state's" school property MUST have the plans drawn by a state certified architect and approved by
the DSA = division of state architect.

CHP clears Lake County sheriff in pedestrian accident

he CHP on Monday cleared Lake County Sheriff Frank Rivero of any wrongdoing when he hit a pedestrian last month with his pickup on Highway 29 in downtown Middletown.

“He was within the law,” CHP spokesman Officer Kory Reynolds said Monday night.

The pedestrian, Clinton Turney, 34, of Middletown, was at fault, Reynolds said. Turney suffered only minor injuries, officials said.

Turney could not be reached for comment Monday night.

Turney admitted to investigators that he crossed the street without waiting for the pedestrian green light at Wardlaw Street, Reynolds said.

Reynolds said there were no witnesses to the accident, but Turney’s movements were captured on a nearby business's video camera.

Neither Rivero nor Turney were intoxicated and neither was using their cellphones when the accident occurred at about 8 p.m. Feb. 20, Reynolds said.

Rivero was off duty and was driving north on Highway 29 and Turney was crossing from the west side of the road, according to the CHP.

That means Turney already had crossed two lanes — the southbound traffic lane and a middle turn lane — before he was struck by Rivero’s pickup, the CHP has said.

Rivero said the accident stirred numerous false allegations about the accident on the internet.

It also triggered an email battle between Rivero and county Supervisor Rob Brown, who criticized Rivero for using the Sheriff’s Office to put out a press release before the CHP concluded its investigation.

Rivero said Monday he’s glad the CHP investigation was so thorough and that it’s over.

“It’s a relief. I’m going to put this behind me” and focus on work, he said.

LAKE COUNTY -- The investigation into a crash involving Sheriff Frank Rivero and a pedestrian is concluded, finding the pedestrian at fault for crossing against the light, a violation of 21456 (B), according to California Highway Patrol (CHP) Public Information Officer, Kory Reynolds.

Rivero was driving his personal pickup northbound on Highway 29 in Middletown near Wardlaw Street the night of Feb. 20 when a man attempted to cross at the intersection, according to reports from Rivero and the CHP.

Rivero said he proceeded through a green light but didn't see the pedestrian, later identified as Clinton Turney, 34, of Middletown, enter the road in enough time to stop.

No action will be taken against Turney. A video of the intersection was assessed as part of the investigation, according to Reynolds.

Turney sustained minor injuries as a result of the collision.

The Brown gym connection is a real Achilles heel for Rob. It is complicated and going to take some time to ferret it all out, many people are calling the DSA number and telling them to check this out, as we have kids in potential danger in this situation. At minimum we have a terribly out of spec usage situation, and Brown knows it.

By the way all the signatures Brown may have collected through this illegal process of leaving the clip board at various locations, has invalidated those signatures and the register of voters indicated today they have not even been turned in now. Rivero said the decision was "an unfortunate mistake."

"The law is clear," he said. "She (Grant) told them (BOS) they had a requirement to provide counsel, yet they chose to ignore that."

Rivero said he will petition for a writ of administrative mandamus, which is a request that a superior court review and reverse a final decision of an administrative agency, as soon as possible.

Matt Cockerton is distancing himself from Rob Brown's wrestling building. He now refers to it as the "After School Wrestling Club". Now the question is, can a After School Wrestling Club wrestle at a school sanctioned wrestling match? 3/6/1012 9:50 am, Rob Brown's wrestling room: the county building department has jurisdiction over the water and sewer hook-ups at the property line or any easements. They also have jurisdiction over the electrical connection (along with PG&E) up to the point of that connection at the side of the building. After any of these the DSA (Divisiton of State Architect) calls all the shots including structure and access e.g. stairways, ramps and ADA compliance! If any stucture on any school campus is used for anything other than storage the DSA regulates it! If it is a building that is part of the school campus (which it has to be because it is built on a school campus) it has to at least be compliant with the ADA : Americans with disablities act, even if it is strictly a storage unit because some one at some time is going to enter it e.g. a disabled janitor, teacher, maintenence person etc.

To put it bluntly, KUSD and Rob Brown screwed the pooch! Fax the DSA the three articles from the Bee, LCN & Face book where Rob Brown's accolades where sung by many, meanwhile Brown and KUSD are breaking the law! KUSD and Brown's intent is very clear and everyone who took part in this project did so with a blatant disregard for the law!

Ignorance of the law is no excuse! There are seasoned school board member who knew better! High school Princepal Matt Cockerton can call the wrestling team and wrestling room whatever he wants but Rob Browns is KUSD stipend paid coach that built an illegal building with permission from KUSD on the STATE's property and for the last 7 month held wrestling practice for students in it!

Folks, disagree with Rob all you want but I think causing more problems for our schools would not be in the best interest for our kids. I don't know anything about this wrestling shed and whether it was built with proper permits. All I know is our schools are hurting and there are kids who are able to use this shed for their activities. The school does not need to be bombarded with phone calls about this issue. Please choose your battles with Rob, that is all I am saying. Thanks.
 

I am sorry post 339, but if you want to step up and take the responsibility for the injury or deaths of kids, because this building did not have all the necessary, fire, ventilation, escape, and structural requirements for public occupancy then go for it. Remember the wrestling program under Brown is destroying the education of the kids. His star wrestler is in remedial English with a D minus average, and the majority of the wrestling kids are at a D average. Rob Brown for what ever role he played in this illegal building is responsible for many of these issues. It is an easy statement to say oh golly leave the building alone, however the better part of sanity does not. Rob Brown and whoever else may be involved need to be held accountable, and the safety of the kids needs to come first.

I think that it is great that Rob wanted to build this much needed facility for the children. My problem is that he thought that he had more power then he does and didn't have to follow any of the laws. Now, his "great donation" is becoming a huge safety issue and there was no need. These guys think they can do anything they want and don't have to answer to anyone... Now the kids are going to suffer.

Perhaps, a state auditor should be called in to audit the Kelseyville School District's financial books. The real reason is all that money went to build a shed to store mats-$300,000 a worthless building-that students cannot occupy, it's illegal.

So many in the construction field have been out of work but still have to maintain the requirements demanded by the Contractor's State License Board and adhere strickly to the DSA rules when involved with school districts! There is no "wiggle room" here, these laws where created to protect our children!

There has been no inspection on that building because the county knows that the inspections falls to the DSA, a county inspection would be moot and they would have no way to enforce corrections. So the roof could cave in, someone could be electrocuted because of un-inspected electrical work, Heaven forbid the place burn down with students inside, how many doors, are there exit signs above them, is there emergency lighting fixture? So many questions! This is why the DSA exists, they are the ones who make sure our children will have a chance to survive in case of flood, fire and/or earthquake!
Just because Brown donated time and supposedly some money, do you think he is suppose to get a pass for breaking the law, while others would lose everything for pulling the same stunt? Don't forget that Brown was on the K-ville Unified's school board for many years and he knows what is required!

Not only has Brown compromised himself and KUSD because of his actions but any discrepancies "grand-fathered" in the past will fall under the scrutiny of the state thus requiring KUSD to bring up to "code" anything out of compliance. The DSA will come and will inspect and KUSD who is already strapped for cash will have a melt down and all because Rob Brown's huge ego made him think he could use his political influence by being on the BOS to cut through the red tape and no one would call him on it!

Someone commented on here a few days ago about Rob Brown not having a boat crash in his past thus ensuring him a win this uncoming election. Well think again, just watch the parents and employees turn into a mob when they find out that Rob Brown has single handedly put KUSD into financial ruin.

One last thing: because the wrestling room building was built on Brown's non BOS time, there won't be any legal representaion money from the county for him either!

Curt is a contractor and most of you know about Gerry's career. I am sure they are not too worried about all the scare stories of the building collapsing or burning down from an electrical fire killing innocent children. There were numerous other local contractors who donated their time by working on the project as well.

No 620 I am not impressed, I don't care if Bob Villas helped build the "shed". It is not approved by state guidelines, and you can't tell me they met all the requirements, from handicap access, to sprinkler systems to Earthquake protection, clearances and all the requirements of the state. You can't side step this issue, and no matter what the final totality of the consequences Brown just may be found guilty as charged. I've been in that wrestling room myself and I can tell you from experience.....the doors do not open and close the way they should. You have to yank them open and closed. If you step out the side door and don't watch where you're going, you will find yourself in a ditch. They're heating the place with a heater that you can smell when you first walk in and I know should not be there. And that's just the things that I, as a lay person, noticed. What's going on inside the walls???

The Cal/Osha jail investigation is a simple one folks, over the years Mitchell let the jail go completely down the toilet, the supervisors through the years were aware of it and did nothing. It had gotten so bad that the basic sheriffs budget since Frank took over could not even remotely cover the costs. The sheriff has spent all the money they have allocated to his budget and it is not even close to doing what needs to be done. The complaint stems from a massive number of problems that still exist at the jail. This one is solely on the hands of the supervisors of the past with Mitchell and some of the current supervisors who continue to turn a blind eye. All of the past actions are now coming back to haunt the GOB's, from storage sheds for wrestling to the jail and the list goes on. You are now seeing citizens why this county has continued to fail and why the county has been unable to gain any momentum in growth and prosperity. Now you see why the changes being put forward and the investigations into the likes of Brown have to take place. Sad to say but unless the majority of those who have run the county in the past continue to be removed you will see these problems continue to bubble to the surface.

This is the Lovelace group: Several items of importance we want to touch on this evening. Some is review and overview some is new information and this post also serve as a statement of our position and our direction over the next few months.

Needless to say this has been a very interesting past 30 days, our focus of attention has been essentially on Rob Brown, and the MJ issue. The GOB's have tried very hard to keep the focus on the sheriff, but in reality there has not been that much going on that has any significance in the short or long term future. The pedestrian accident as everyone already knew from the moment it happened was a non-event. The individual is fine, and only went to the hospital at the sheriffs urging. This of course was a very smart move, and is critically important to ward off the ambulance chasers who prey on these kinds of things. To get the individual to a credible hospital and have a complete and all encompassing check-out and a release in good condition was a very smart and professional move by the sheriff. The GOB's were really hoping beyond hope on this one, and as the CHP report confirmed we were totally correct in calling this a non-issue from the get go.

As it stands right now the BOS with the exception of Denise Rushing have decided to push the envelope in regards to the statutes that guide this type of legal representation when it involves conflict of interest in the connection between elected officials and how county counsel has to act in these situations of litigation. The Mandamums aspect of this is critical to what the sheriff is trying to show. Remember what the sheriff is doing will in the end set the precedence for future rulings and conflicts that may come up. This is an interpretation of written law and guidelines that is being debated. Remember if the DA was simply doing his job and stopped with his animosity which he joins hands with Brown on, this matter would not have come about.

Denise used wise counsel in this situation, the other BOS members and Anita will now have to interpret these statutes as will other sheriffs and LE people. It should be noted that Don Anderson, is starting to piss off a lot of LE people not in this county believe it or not but far and wide. Don Anderson as a DA is attacking the sheriffs position. Because it is known that he is doing so as a vengeful tactic he is losing the popularity battle with other LE in other counties.

We understand from very reliable sources that Brown may be losing all credibility with his peers, and others in local government. Time will tell how this pans out. Anderson has already lost it, well from a organizational perspective, he never had it. You will notice we are giving Denise credit, when at times in the past we hammered her. In this situation we applaud her. Most of you GOB's are brainwashed into this “2 party” system of thinking, a very closed minded ineffective way of viewing the world. This is not a take sides approach it is right and wrong and what is the will of the citizens. Each individual elected is held accountable for each action with total transparency. Very simple.

In regards to Rob Brown. As all of you know, there has been a lot of effort by a lot of different people in investigating the history and present activities of this supervisor. From property transactions to cozy relationships in ways that must be called into question. From his control or if you like relationship with LCN, K-Ville lumber, from the storage-shed-gym-wrestling mat storage building situation. You see Rob did follow in Mitchell's footsteps even though he saw what happened to Mitchell. You see Rob thought he was untouchable, therefor the first order of business was to let him know he was not. Mission accomplished. This is the right of the citizens to see, to judge to approve or disapprove, but most of all to be made aware, fully informed on every transaction, nothing hidden, no GOB deals. This isn't your county its our county. Earlier in the day you read the reporting by someone of the issuance of new liens on properties associated with Rob Brown. This, along with a 50,000 dollar tax lien already exposed and the numerous other problems that have been given the light of day. From the grade tampering scandal and poor educational performance of his “star” wrestler to allegations of being in involved in the “Wrestling storage shed” situation, Rob Brown under the microscope is getting in serious trouble. This will continue, it must, the people now are looking under every rug, every transaction the historic as well as the present. At this time we have heard there are a number of very interesting situations that are being looked at. One or two are complete and being held. It would be reasonable to say there will be more to come. Rob Brown does not know how to do it right. Rob Brown never had to worry about how signatures can be collected and what the guidelines are. Rob Brown never had to worry that he was being watched and it is very real and it is no game. Rob Brown never had people exposing his tax lien, his property situation, his connection to media, his connection to Mitchell. His filing of the 700 forms. Now Rob does, that in and of itself says it in one line.
 

Joan Moss is officially in the race for supervisor. The first thing to say is this. Rob Brown is potentially in for a wild ride. We support Joan 100%, there could be another prior to the deadline, but the chances on that appear to be only 50%. No matter, there was a post earlier how if two did end up running against Brown, they would cancel themselves out and Brown would win. But that is what Hopkins said, and the race went to a runoff and Hoppy wasn't a player. This is exactly what Mr. Brown did not want to happen. He has to either believe that the numbers that would vote for him are already sufficient to win, or he is going to have to campaign and face the public, and debate, and he will have an increased risk of being exposed. One of the keys to this campaign will be the Hispanic vote, of which there is a large number in his district. Rob will not be able to muster that support. Again same as Mitchell. So let's call it as it is, odds are Rob would win this election. But Rob has a very big problem, the word on the street is “anyone but Rob” and now is the time to make that change. Rob will have his newspaper to work with(LCN/RBG) in the campaign, the same as Mitchell did. But those actual numbers of who goes on that paper has shown itself to have no real effect on the population base, nor despite their best efforts the election results. Same goes for the Bee. This is going to be fun regardless of the outcome that is being predicted so confidently. Oh that underdog can really get the publics attention can't they.

I should probably begin by saying my stepfather was a convict. My mother met her second husband after my biological father by writing letters back and forth in prison. Anyway, he was released when I was 15 years old and he moved into our house (our trailer) that we — my brother and mother — lived in at the time in Clearlake, Mendocino county, northern California.. His number one obsession was to cook a batch of dope or meth. He paroled with so many recipes it was crazy. It is true that Gary of the Record Bee is heading back to Kansas to assist his father. And we wish him well in that situation. The reality of the paper is not so cut and dry. Another major blow to the paper was going through the government information collection system called facebook. This will cause more isolation of Brown, and he will be even more marginalized then he now is. Good news overall on this front.

Look at this one tweaker I recently met who gave me a great deal on gas the last time I ran out. In his garage he had barrels of the shit just sitting there. I asked him, “What the hell, man? How did you get all this?” I was looking at four 50-gallon barrels full and I tried to do the math. At $4 a gallon — it’s a god-damned fortune. He proceeded to take me back to my car in his vehicle and showed me the trapdoor attached to the floorboard of his ride. He said his vehicle was filled with gas cans and hoses. He had some pump contraption he used to steal gas at the station. He was able to pull off this sheisty maneuver in broad daylight while his old lady parked over the manhole cover and ran in for a pack of smokes. Apparently, he hadn’t paid for gas in over three years and neither should I. He told me to stop by anytime I needed to fill my tank. I know, ingenious, right? Honestly, I’m just surprised these guys are smart enough to not light up a cigarette after leaving the scene.

Along with the Mitchell filing another individual filed the same, he was the Clearlake Oaks fire department chief. This report has not been verified by a visual on the court records as to the recent timing of it. In the past those sending us information from that area have been very reliable, we will post further information or verification as available.
 

Why is it "prudent to keep a watch on these other areas"? What business is it of ours or yours whether a past sheriff or past fire chief files for bankruptcy or anything else? The Mitchell's (as in ex-sheriff) should have waited to file bankruptcy because once the Dinius case comes through and then the Dinius's civil case follows, it will be too late to save their home. You can only file bankruptcy once every 10 years. In bankruptcy you can keep your home as long as you keep paying for it, which I am sure they are. But there is no protection from a criminal lien (@ 10% interest) but in a civil case sometimes bankruptcy can save you.

Back in the 90's there was a movement afoot at Konocti Unified School District for 3 term trustees to get lifetime health insurance. 3 members qualified before the policy was abandoned. This was effectively an open-ended contract and anyone with one good eye could see why it was not a good idea.

The septic problem in the Rivera is being looked at by the BOS and the connection to Rob Brown is also being investigated, it appears at first glance Rob was aware of this situation for sometime and did nothing. Rob Brown pays nothing close to 700 a month for health insurance, first of all his wife is on disability and gets payments from the state as long as Rob keeps his true income hidden from the state. Rob gets his insurance from the county and his portion of the monthly payment is a paltry 160.00 per month. Nice try though.
