Rivero has a pattern of duping people and the tribal people are no different. He duped SFPD and sued them. He duped LCSO and is setting up his lawsuit against the county. He duped Ringen, but Ringen figured it out. He duped Baxter, but Baxter hasn't figured it out yet. He is duping the Indians, and they'll figure it out, but like all their other dealings with non-native entities, they won't figure it out till it's too late.

I find it hard to believe that he would stoop to levels such as this. Does he have a game plan of setting these two up or what? 543 CHP or PD could have taken over the accident scene had they been asked to by Rod Mitchell. Both agencies are trained -so what if there's a little water -it's not going to make much difference on how they write a report-take pictures- interview-or give a PAS.
Rod Mitchell ignored calling in an outside agency, he ignored policy and procedures -he could have called Sonoma, Napa, or Yolo Counties but didn't. He allowed his #2 not to be PAS tested and they used their shields to protect one of their own who caused this accident to occur and took her life.

We know speed alone kills and he knew his actions were dangerous didn't he? Alcohol, speed and darkness spells murder, not accident.
Now the taxpayers are held hostage because of a few bad officers who covered for one of their own. Just pay Dinius's claim and save the taxpayers by not having to pay for these bad officers legal fees. Thats another scam.

A good morning to all. I just read a few remarks last night and again the Anti Rivero people can't get there facts correct. One example is someone stating Rivero sued SFPD. How many times are we going to go through this? Rivero was not a cop, he was the owner of a funeral home. He sued the SF County "CORONER'S OFFICE" (the Medical Examiner). That case took 15 years to come to an end and Rivero won.

Another one is that Rivero duped Ringen. Now for over a year the anti Rivero supports have been calling Ringen basically every dirty name under the book and even did a video to counter Ringen's statements. Now Ringen gets kicked out of the Rivero campaign after showing his true insulting, narcissistic colors. To tell the truth, Ringen and Mitchell are exactly the same. Both think they are God, can do nothing wrong and are always right. If you know Ringen, try and tell me I'm wrong.

If you're trying to tell me Ringen is supporting Mitchell, it is because something is going on in the background. Think of it, when is the last time (even before the election started) that Ringen said ANYTHING good about Mitchell.

Rivero will take over, Mitchell will be gone and the GOB's will be broken up. LCSO will finally have a chain of command and a citizen over-site committee will keep the managers in line.
 

And another thing....Mitchell went to the debates and waved around a set of papers and offered copies to everyone. He says they are the Justice Dept. report that reiterates that the Lake County Sheriff's Office handled the investigation by the book. I read it. They reviewed the evidence presented to them, and didn't even go back and interview witnesses who were turned away and look for possible additional evidence or information that wasn't included....so, it was just a "blessing", if you will.....and it was the State Justice Dept., not federal. I think we need to start from scratch, and not have a neighboring agency that Mitchell selects look into it.... I'm thinking a federal agency from Washington, D.C. or something.... then I'm sure we'd pay Dinius and move on with improving the county.

No one's changed their opinion of Ringen's character. We know he's badly flawed just like Rivero. Rivero sued the City of San Francisco, whether you admit it or not, that was his employer. Once he got what he wanted he had no more use for him and moved on to another sucker he could take advantage of, Baxter. You have to ask yourself if the questions are answered truthfully will you keep the same stand? I don't think I would pronounce your allegiance with such an apparent lack of facts in mind. Your expose on the events that tainted Ringen seem way off the high mark of truth, and are a result of your not having all the information. Again go read the questions and get truthful answers and we will see you at the Rivero campaign supporting the right man for the job.

How long ago were the BOS told about the issues with their own Sheriff and the system of the LE in this county. Now we understand that the idiot Rob Brown doesn't have a clue and does not want a clue as he is such a staunch Mitchell supporter so all the citizens know he will not do a thing that is right for the citizens. But let's talk about the others in the BOS. They have acted as if sheriff Mitchell has nothing to do with them or the cost's to our county. They never took any action or made any statements to warn the sheriff they do not agree with what is happening in that organization. They threw their arms in the air and put a cork in their mouths, while the county continued to take hits from Mitchell while the pending lawsuits were on the horizon (Dinius as an example) and more to come. They have been a disgrace to this county and to the people their lack of action or statement is a sad commentary on their understanding and clear vision of the conditions the sheriff has brought to this county.
 

It's not an attempt to divide and conquer, it's just the truth. You'd be better served acknowledging the obvious truths and adjusting accordingly than denying things people know.

Looking at the Ringen information, isn't it true that the minute Mitchell heard Ringen's proposal, he and Brown should have given an immediate no? As the suggested act is illegal, so simply the fact that Ringen put out that proposal and they did not say no, they are contemplating doing it. By the way I know Joe Ford, a nasty old man from the old days of hard core campaigning, he is an old Kennedy era campaigning who believes in anything you can do illegal or not that discredits the opposition. Joe Ford came aboard near the end of the primary, and did some work, but was never officially the campaign manager. He did aggravate a lot of people, and may have been a Mitchell plant.

Actually Joe Ford was never Rivero's "Campaign Manager" he was helping out like a lot of folks, and as was found out he like Ringen were in it for their own ego's. You people think Rivero is taking advantage of Ringen and Baxter. Who the hell do you think is taking advantage of you? Mitchell. Ringen and Baxter are far from fools and if you think either one will take advantage of them then you don't know either one.

Mitchell is the one who rold Ringen that he would destroy him if he ran for Sheriff against him. At the time Ringen was a Sergeant and knowing how Mitchell is wisely decided to back out rather then become the victim of a Rodney witch hunt. As it is Rod forced him to retire before he was ready so why shouldn't he try to cut the best deal possible in hope that he could increase his retirement. Wouldn't you? You may like or not like Ringen but he's not running for office and neither is Baxter. Each has the right to support the man of their choice or to change their mind if they choose.

The person who thinks Baxter ius a sucker has obviously never met or talked to him. He's been around the block and is well able to see the flaws in the opposition. He asked both to make their case about their plans for reforming this office. So far Mitchell has done nothing whiule Rivero has come out with a number of good reasonable ideas. If Baxter sticks to what he says he will do I predict he will come out supporting Rivero. Sucker, well time will tell.
 

Where is the plan for the future? Rivero has come out with new ideas and promised reorganization. Mitchell insists there is no problems with his department and he has no changes. Rivero is campaigning on change and openess. Mitchell is campaigning on misinformation. scar tactics and lies.

Rod's Rangers are accusing Rivero of being in the pocket of the dopers which is a stupid argument based on nothing. Who's pocket is Mitchell in? The special interests, the would be big shots who he shines up to when he wants something. What does he do for you any other time? Who was it that took the check for $10K as a political donation and what did he get for it?

People stop listening to the rumors and inuendo being spread by Mitchell. Go to each candidate and ask the directly what they are going to do.
 

I think it is clear that Baxter will come on the Rivero train, Baxter is sharp we can say beyond shadow of a doubt that he will not be joining Mitchell, that is a given. Don't think so much of Ringen his head was in his own cause for getting his extra 3 years in it sounds. And he has now gone into radio silence, Mitchell would have used him if he thought he could get away with it, but that idea has been blown out of the water with the inside information leak, the illegalities of now make it impossible. I don't really think Mitchell or his supporters let alone Ringen are really the sharpest tools in the shed, Mitchell has made so many stupid blunders I think he really felt he was invincible, he used to parade up and down the hallways yelling that if anyone runs against him they will be crushed, and that he has all the money and people he needs. It is sad to see a man so overcome with himself that he loses his sense of right and wrong and to do so hurting the county so much is a shame. But you must blame the supervisors as well as they sat on their hands through it all, and Anita, she was brought in by Rushing and is ill equipped to handle the job. Part of the other issue is we have a very small pool of sharp people and these supervisors are simply not the sharpest.
 

Wake up voters. Rodney Mitchell has placed his department on a crash course heading directly to a federal concent decree in which the government comes in an runs this department. There are more strings attached then you could imagine. His record of mismanagement, questionable dealings and a suspicion of illegal activities is behind it all. Don't believe for one minute it can't happen here.

When evidence is presented to a Federal Judge on the Dinius case alone he can turn it over to the US Attorney. You may not only look at civil penalties but criminal also. The department is out of hand and when the locals are unable or unwilling to take control then the Feds. come in and do it for them.

Good people who have worked with Mitchell in the past have said he was a good guy. He seemed to start out trying to do what was right and somewhere along the line he lost his way. He takes himself way to seriously and now believes the office could not survive without him. Unfortunately some of his henchmen feel the same way about themselves.

Mitchell had Jeff Markham to keep him in line and he has been the only one with the guts and integrety to stand up to Mitchell. When he left the yes men came out from under their rocks and jumped on the band wagon. These weaklings give no thought to what's best for the community, the department or the troops. They like Mitchell are to busy noding their heads to Mitchell and telling him what they think he wants to hear.

The good Cops who once made things work are gone and the office is filled with weak managers and no leaders lead by a total incompetant. It's time to change and we will all be better off for it.

Some people fear Rivero because they don't know him. Granted he may have made some statements in the past that we don't care for. Mitchell seems to make them all the time. Give this kid a chance and I think he'll prove to be a good sheriff. With Mitchell its just more of the same and if elected he'll see it as a mandate from God then we are in real trouble.
 

Our sheriff's office needs new ideas, reasonable ideas and a totally new attitude. We need a service oriented department open to change and willing to modernize and become professional. Similar things are taking place all over the country. People are standing up and demanding change. The old way no longer work and we want something new. The department administrator who resists new ideas is headed out the door along with the dinosaurs.

Police work has changed remarkable in the last century. Now we are a decade into a new century and our SO has not kept up with the times. This is the fault of the Sheriff and our elected officials and its up to the voters and grass roots groups like this to make sure they make the needed changes.

If Mitchell was a Police Chief and had pulled the stunts he's done as a sheriff he would have been out on his ear long ago. Unfortunately being elected we are stuck with him for his term of office. This term is up and we must vote him out and clean up this department since they can't do it themselves.

Man a whole set of excellent posts in the past 30 minutes, 327 and 344 to name a few quite excellent overviews, and I very much appreciate the insight and understanding that the citizens are putting out there. We have some very very sharp people in this county, now it is time to put those sharp people into the various offices of our county. It seems that as time is moving on toward November the word is getting out and people are voicing their opinions, the Blog has gone viral the past week with post exceeding 200 a day, and the level of understanding is very heartening to see. I now have hope for our county, there are many of you out there a lot sharper then me and I do appreciate reading your comments and ideas, thanks to all of you and I will watch this site closely as the campaign moves on in the coming months.
 

I agree with 3:57. I got tired of reading this Blog because of the constant BS and stupid statements but now things have gotten much better. Still a few deputies are hanging on for dear life doing the RKM spin but the opinions here are great. Its waking up people from the community who are joining in on the effort to make a community a better place to live.
 

And I agree with both 357 and 406, I have been watching this site and posting for many months, I saw how hard it is to keep something like this going, and I saw the attacks, and the cut and pasting, and the terrible comments, I saw the attacks on the Lovelace group, and I said to myself well this is going to go down in flames as the Mitchell crew is going to do what they have always done attack people and protect their own, hell with the citizens. But as I kept watching and sometimes posting, I said hey wait a minute these people have done their homework, then when the investigations and revelations of information started coming on the site, I thought hell these guys are making it, then I said not only is this helping the county, but it is kicking some real ass! Thanks to all of you people out there this has been a godsend to me and we do appreciate what is happening here, you people that are running it and the paper please keep it up Great job!! I am telling everyone I know in the county at every chance I get.

First let me start by saying, the complaint is not evidence of any sort. What is contained in there is not fact, it’s the interpretation of facts that best suits the complainant’s (Dinius’) case. Nor is it a complete recitation of the known facts of the case. As you’ll see many are left out or erroneous.
Let’s also clarify that the language used has no special meaning. Yes, terms like, “Corruption”, “Wong doing”, “Aided and abetted” and other emotionally charges words are used, but they are far from proven to be true.

The first glaring error appears in Paragraphs 14 and 15 where the attorney alleges that personnel of equal rank supervise one another. This is not the case. This is known as “Horizontal supervision” and it does not occur in law enforcement. There is certainly seniority among people of equal ranks, and in some cases deference to the decisions and opinions of persons with seniority, but no supervisorial relationship exists.

In Paragraph 19, lines 20-25, the complainant’s attorney alleges that no reasonable person would infer probable cause to support the charge of manslaughter or felony boating under the influence. In reading the entire paragraph you’ll clearly see that this was a year after a Superior Court Judge had said there was sufficient cause for the charges after a preliminary hearing. The judge, after hearing evidence that was conveniently left out of this complaint, clearly contradicts the attorney in this respect. The complaint never mentions Dinius’ level of intoxication and other relevant evidence which does in fact support a finding of probable cause. The DA’s dismissal of the charge is related to the Beyond a Reasonable Doubt standard needed to convict, not an admission that probable cause did not exist.

In Paragraph 22, the complaint indicates two witnesses claim they saw the sailboat with its lights on. This occurred some 40 minutes prior to the accident if we assume their timeline is accurate. In 40 minutes, much can change. If I recall correctly, Mr. Dinius and Weber, were less certain of the status of the lights on their own vessel. This paragraph also mentions, “wine tasting”, but leaves out the consumption of beer and shots of tequila. Why is that?

Paragraph 24 mentions the much discussed “order” Sergeant Beland claims he received not to conduct a preliminary alcohol screening (P.A.S.) device test on Russel Perdock. Only in this telling, Sergeant Ostini made the order. There are a couple errors here. The first having already been mentions. Sergeants don’t “order” other sergeants to do anything. The next error, or perhaps omission, is the lack of credibility Beland suffers based on his mixed testimony. He testified in court that it was not an order, yet he told the Deputy District Attorney, John Langen, that it was in fact an order. Also the testimony at the preliminary hearing was that Sergeant Morshed had proffered the order, not Sergeant Ostini. This allegation is completely without support given that Beland’s testimony lacks credibility. This paragraph also mentions some pressure and coercion to induce Beland to remain quiet about the order. If that were remotely true, wouldn’t Beland have sung that from the highest mountain tops after his termination? The fact is there was nothing of the sort, but admitting that doesn’t serve their purpose.
 

Paragraph 25 discusses Mrs Perdock’s observations and apparently conflicts with Mr. Perdock’s version of events. What it leaves out is that in the intervening time, there was an acrimonious divorce and contested child custody taking place. It also leaves out the alleged alcohol problem Mrs Perdock suffered from, having suffered multiple DUI arrests after the initial separation. All of these facts make Mrs Perdock a biased and incompetent witness.

Paragraph 26 speaks to the reports that Russel Perdock was seen at Konocti Harbor Bar consuming alcoholic beverages. What it cleverly conceals is that fact that these witnesses were dredged up by a biased newscaster approximately 3 years after the crash. None of these witnesses were known to anyone connected to the investigation until after the newscast aired. So how were they found then? This is where the story gets interesting, and perhaps we get the first whiff or real corruption. These facts were omitted by the complainant for reasons which will be abundantly clear. These witnesses were mysteriously uncovered by none other than Deputy Morshed (After his demotion) and Acting Sergeant Rivero. Rivero, where have we heard that name before? Oh yeah, he’s running for Sheriff. He was also seen communicating with Dan Noyes at one of the court hearings where he was not a witness, having been hired a year or more after the accident happened. Another interesting tidbit is that one of these witnesses, interviewed by Dan Noyes for his “news” cast is none other than Myra Martinelli. Where have we heard that name before? Oh yeah, she’s was dating then Deputy Morshed, after his demotion and the disintegration of his marriage. So what do Morshed and Rivero have to gain by this? I think the inference is clear.

Paragraph 27 mentions further the “witnesses” recollections 3 years after the accident. I can’t remember what I was doing specifically 3 months ago, let alone 3 years ago. But put all that aside, it also leaves out, or at least completely ignores the statements of the two passengers in Perdock’s boat, Mr. Walker and his minor daughter. Surely these two have no reason to lie, but both assert, as does Perdock that they were NOT at Konocti in the bar drinking alcohol. Additionally it would or should have been painfully obvious to trained security a drinking establishment that a 13-15 year old child was present in the bar in violation of the law. So as you can see, there are serious believability issues with these witnesses simple based on the passage of time.

Then of course in the same paragraph we have the mysterious deputies, the investigation they conducted and the report that was never written. In case you didn’t notice, everything in this complaint was connected to some witness by name or at least you could infer who was making the allegations. Yet for this gem, there are no names of the people who reported seeing this “investigation” take place or speaking to these two deputies. I wonder who provided this information to “Defense Counsel”? I’d bet they are people we’ve heard from before, and wouldn’t be surprised if it was Morshed or Rivero. Why are the attorneys keeping the identity of these “witnesses” secret? Surely there’s a log of every deputy who went to Konocti Harbor that evening. Dispatch logs, or something. This is not a mystery unless it didn’t happen, which I suspect is the case.

This paragraph also alleges that it became, “Common knowledge” that Perdock was drinking in the bar that night. If this were true, wouldn’t someone have come forward by now? The fact is, it wasn’t and isn’t common knowledge anywhere. It’s rumor and speculation, completely disproven by the investigation. Unless of course you can twist the mind so far as to include Beland in the “conspiracy” to switch Perdock’s blood sample, which is so laughable as to need no further examination.
 

Paragraph 28 is all the information you need to know to connect Dan Noyes’ “Investigative” report to the attorneys looking to cash in. Even the out of context interview of Jon Hopkins is misleading. Jon Hopkins assertion is correct. There is not one witness to the crash who saw the lights on the vessel. The witness who reported seeing lights all saw the vessel more than 40 minutes prior to crash. The witness who saw the crash, including Peter Elmer, reported seeing the motorboat hit an unlit object. There are no conflicting statements.

Paragraph 29 documents Mr. Elmer and his wife’s interview. Notice how the complaint leaves out that little observation of “unlit” object he saw the motorboat collide with? It says Slabaugh “falsely characterized” his observations of the lights. Hmmm, I wonder in what way?

This same paragraph also alleges that Slabaugh only recommended prosecution of Dinius AND Weber and characterized the investigation as a “whitewash”. Yet, if I recall correctly, the report actually recommended some charges against Perdock as well. All three were main people were recommended be charged. The District Attorney chose to file charges on only one. And that is of course Sheriff Mitchell’s fault?

Paragraph 30 alleges a pattern of favoritism and protection of employees who were well liked. I’d suggest a different pattern based on the evidence, a pattern of promoting and encouraging competent hard workers and disciplining incompetent and poor performance.

Let's talk about reality, this is a civil not criminal suit, although there is a possibility that the details associated with this case may catch the eyes of others. You know well that much more is allowed to be presented, from hear sey to much more extensive speculative exchanges and testimony. This is an emotional trial, despite what the judge's instructions are despite the back and forth of presentation to the jury that will happen, this county is dead in the water, they are going to get hammered in a case like this it is all about the jury and the emotion and the pain. This aspect of this situation is very important: It has been reveled that if in fact guilty pleas come from this trial criminal charges will be forthcoming against Mitchell and others. A citizen goes into LCSO and reports that she was sexually assaulted and battered during an arrest by a deputy (the second such complaint by this citizen). If committed, this crime is not only a felony but a federal civil rights violation. Instead of simply asking the second deputy on scene if this felony happened, Mitchell does nothing for FOUR months. Mitchell does not put the deputy on Admin Leave and allows him to keep his gun and badge. Only "AFTER" the election does LCSO clear that deputy and Mitchell refuses to acknowledge it.

We all know that woman was Rhonda Rully and the deputy was Rivero. Even her booking photo proves the incident never happened. Rully goes to the press and complains, which forces Rivero to defend himself publicly. Mitchell does nothing but slow the investigation until after the election.

Lets compare this to other cases. Morshed, Smith and Navarrow were placed on admin leave, there guns and badge were taken away and the investigation started almost immediately. So why was Rivero's investigation handled different?

No charges were ever filed against Rully for filing a false police report for complaining about Rivero or even her complaint against Dutra (which was never turned into an IA).

Deputies should think for a minute. What if they were placed in Rivero's position. It also happened to Bealand and Ringen. Ask yourself if you have to speak against LCSO, what would management do to you?

Hey great comment Sandy, great morning of comments, there is another question that is being put on the table as well. Isn't there a law against filing a false report against an officer? Shouldn't Rully be charged with filing a false report, why hasn't this happened, and this includes reports she filed against other officers that Mitchell totally blew off, now it seems that this kind of consistent attempt to file false claims should be prosecuted, has Mitchell been asked this question yet, might be a good one for the debates.

This case will likely go badly if it gets to a SF jury. Most of the defense will be procedural trying to get all or most of the case dismissed. Any former employee will be defended by their employer @ the time of the incident. LTGOB

Are you trying to tell us now that Mitchell never got a complaint by Rully? That Mitchell had one of his GOB's make up this charge without a complainant? She first spoke to the media several days after the date on Rivero's IA order. Now since all IA's (according to Mitchell) are a personnel matter, how do you know she refused or did give a statement? Are you accessing IA's without permission? Answer this so I can forward it to the AG's Office.
 

What happened to Dinius could have happened to any opf us and may very well if Mitchell's crooked regime is allowed to return to office. He figured he's toss Diniun out of the boat to save his own boys but it didn't work. The jury say what was going on and put a stop to it but not before Rod boat starting springing some giant leaks. Now everyone see what's been going on in Lake County for years and we don't like it.

Rodney Mitchell is responsible for running a corrupt administration in his office. He has violated his oath of office and repeatedly thumbs his nose at all of us. His arrogance has gotten him into this mess and he has surrounded himself with like minded boot lickers covering for each other. A weak BOS has turned a blind eye to what's been going on and this has cost us a lot.
 

There is collusion between Rully and Mitchell, she was coached prior to the radio show he called into. This was a total set up and the very reason the DA did not press charges for filing a false report on a police officer.

I love the idea of a civilian review board, and the sheriff being totally disconnected from the process of who gets on the review board.

Ms Rully was recruited by Mitchell's henchmen at his direction to come out and make a false complaint against Rivero. This was strictly a political hatchet job on Mitchell's oponent times to discredit him and to take the public's attention away from his own wrong doings.

Mitchell initiated an Internal Affairs investigation against Rivero then assisted it to a Sergeant who he knew would be out of the country for months and would not be able to do any investigation. He then sat on the complaint for months waiting until he thought it would be a good time to smear his oponent. The complaint must not have been considered valid or important or he would have directed it to be immediately investigated to determine if there was any truth to it. This of course was not fair to the complainant (Ruly) or to Rivero.

Now the Sheriff's race is going badly for Mitchell so he drags out this case which now became a big deal to him. He leaked it to the press and the public while hiding behind confidentiality. He ordered Rivero to say nothing about it under penalty of insubordination and termination of his employment. Mitchell leaks the complaint but now Rivero is ordered not to defent himself so the public will think he's guilty eventhough the alligation was never investigated or proven.

There is no question to any thinking person that this was done strictly to smear Rivero and gain a political advantage. It didn't work because Rivero knowing his career was in jepardy stood up and defended himself in public. Of curse Mitchell then files a separate complaint for refusal to follow a direct order and insubordination. He has Rivero going and coming which will now allow Mitchell to terminate him whenever he thinks it will do him the most good.

Note, this complaint from Ruly has still not been investigated so we have no way of knowing if it is valid or not. Mitchell has still not talked to witnesses or the other deputy who was on scene at the time of the alledged incident.

Rivero is now forced to publically defend himself and force an open investigation which is eventually shown to be a false complaint. Mitchell is now aware there is nothing to this charge made by a chronic complainant yet he continues to sit on it hoping it will make Rivero look bad. He does nothing to close this complaint and to date is still sitting on it.

Alligations of sexual misconduct by Mitchell himself have come to light but this is not an issue. No action was ever taken and no investigation was done. Mitchell refers to the complaint as an attempt to create a local Jerry Springer show. What's good for the goose is obviously not good for the gander here in Lake County.

This entire incident is just one more case of Rodney Mitchell's political dirty tricks where he and his supporters will stop at nothing to discredit any opposition. This same attitude is practiced against his employees or anyone in the community who disagrees or speaks out against Mitchell. This in itself is dishonist and political corruption which must not be tolerated from a public official.

This same attitude has been used against Bismark Dinius and many others including deputies within Mitchell's own office. This has created an atmosophere of fear and distrust causing employees to hide out for fear of drawing attention to themselves. Mitchell has been assisted by his own brand of secret police within his organization refered to as his good old boys whoalways receive special treatment until they cause him some problem. Then he drops them like a hot potatoe.

Good post 1027, of course there was an investigation, and in fact part of it was done by Napa authorities, and this is my point, it was found to be false, and Brown indicated that to Rivero, Mitchell will not say a thing, because it damages him and exposes his scam. With that being the case is she not liable for her false accusations? i think she should be and why has this not happened is to cover Mitchell.
 

The citizens review board by any name must be staffed by people with no ax to grind. Community members who are impartial and willing to be fair to both the officers and the complainants. They is where San Francisco had their own problems with such boards since they filled them when people who have special interests much like Mitchell's own Sheriff's advisory committee.

Citizen complaints must be taken with respect and professionalism and investigated fairly and impartially. They must also be reviewed with the same attitude in mind to they can do their jobs properly. They must be free of political interferrence or pressure from the Sheriff or his people. The public and the deputies have a right to feel safe in the knowledge that they will be treated fairly.

Rivero is willing to impliment such a plan properly and open to community review. This is not to say that employees confidentiallity doesn't come in to play here since their are laws to guarantee them certain rights which must be respected. Open transparity is a good thing for all of us and Rivero is willing to do everything he can to make this happen. Mitchell is not and he is against form of public scrutiny always hiding behind confidentially.

Our Lake County Sheriff's Office is long overdue for a major overhaul since the system is broken. Its time to replace worn out parts and the worn out part is at the top, Mitchell himself.
 

10:33 - Yes I too see a violation of the law in that the complainant has made a falese complaint. This is often the case where a complaint is made because a person does not understand how the officers must work or in some cases the officers didn't properly emplain themselves. Many departments are hesitant to file a false report complaint against these people for fear of discouraging those with a legitimate complaint from coming forward.

In this case the solicitian of this complaint from an incident that took place months before was made by Mitchell and his agents as a political tool.

My question is why did this case have to be investigated by Napa County authorities. If Lake County is not capable of doing a fair or impartial investigation of their own then why to we need them? Why not farm out law enforcement services to Napa Co. and eliminate the middle man. This is just more more incident of Mitchell's mismanagement, lack of proper leadership and failure to properly perform his job.
 

Rivero is making an excellent professional presentation on KPFZ. He's not hiding out or blowing smoke as Mitchell does every time he is asked a question. He has some excellent ideas for reorganizing the department and making it a professional organization.

That was a great show, the difference between Rivero and Mitchell is night and day, Rivero sounds excellent and presents so well, there is no tension, as with Mitchell and the nicest thing is there is no dancing around the issues. The reality is Mitchell cannot be on any radio call in shows, and you will never see it, because he just gets hammered and gets defensive. So this is a big advantage for Frank.
 

Mitchell is dropping anti depressents along with his diet pills. Give him a week and he'll be knocking on the weed farmers door to buy some for medicinal purposed to mellow out.

Lake County citizens. If you are not registered to vote do so. If you are don't pass up the opportunity to excerize you right vote. There is a lot riding on this coming election so we must all get out and campaign for our candidate of choice. It's time to vote out the old and in the new and its critical that we all take part in the process.

Look at both candidates Mitchell and Rivero and listen to what they have to say. Look at their past record and I think your choice will be clear. We need a new sheriff with new ideas who is willing to work with the people not one who works against those who employ him.

Attend Rivero's campaign kick off this evening. Meet and talk to him. Consider a tax deductible campaign contribution and join your fellow citizens who are enlightened. Go to Mitchell's as well if he ever has one and ask him the difficult questions. I think you'll be surprised about the difference in the two candidates. If he doesn't have an open forum then go see him every Thursday in Middletown standing on the highway like a fool waiving at motorests and selling RKM T-shirds.

Mitchell and his gang of theives and thugs would have us believe that Rivero is supported by and in the pocket of the dopers in Lake County. This is another typical scare tactic and it is working. A number of conservative minded people, bnusiness people are worried that what Mitchell is spreading is true eventhough there is no evidence to support it.

Mitchell's spin masters are constantly attacking an Upperlake business person who has not been convicted of any crime or wrong doing. The would have you believe this man is Lake Counties "french connection." What happened to innocent until proven guilty? This is exactly what Mitchell does to his own employees to instill fear and keep them in line. What kind of a public official smears a citizen who has not had his day in court and has never been convicted of a crime? Isn't this just another way or prejudicing a jury so citizens can not receive a fiar hearing in our community? Mitchell has done the same thing to Rivero and anyone elso who is a threat.
