Robinson's employees unarmed security officers at the Casino. It also employees two armed police officers both of whom are qualified federal polikce officers and POST qualified in California. They hope to enlarge the department soon. They are building an office with security cell plus a court room for crimes on the rancheria property only. Much of what the court will do is mediate civil disputed among the residents.

The two peace officers are both qualified and come with considerable experience from local law enforcement.

The Robinson's Police just want to work with other county law enforcement agencies and they expect to be treated with respect. The fact that Mitchell has spent his career looking down at our Native American says a lot. He considers them second class citizens at best and thus their police agency is the same. They cost the county nothing and would in fact more then pay for themselves just though federal grants available to LE which they can and are willing to make happen.

Mitchell is an arrogant fool and he openly flips off one of the counties biggest businesses.
 

Robinson's police agency just wants to be a productive part of our community just as the Rancheria residents do also. This is one of our counties most successful and important businesses. Mitchell and his anti-business GOB's are against it because they can't get a cut of the action.

and we are seeking to purchase or lease purchase an R44. I recently
received a memo from the county that we are eligible to apply for $850K
in Indian gaming money. However, the program has some VERY restrictive
requirements (which I suspect was written like this to intentionally
give the impression the casinos are "giving back" when in actuality no
agency can really meet the requirements of the funding, thereby not
really costing the casinos a dime). Anyway, below is the criteria. I am
hoping there may be people smarter than me out there than have some
creative outside the box ideas on how we can grab some of this cash.

I would like to address those people who may have moved from supporting Baxter to looking toward Mitchell. Please take the time to review all the scandals Rod Mitchell is involved in. Look at the many incidents of mismanagement, laclk of supervision of officers and no leadership of the SO. Look at the lies he is repeately caught in. Look at his cheep tricks and dirty politics. Would a true professional act like this?

I can understand that some people may be afraid of Rivero because he is a new game in town and has been contraversial. At the same time consider the fact that he has been willing to stand up against a repressive regeme and bring these coorupt political activities to light. Of the two he is the only one with any ideas for change. Rodney insists on conducting business as usual refusing to consider the needs of the community. Take the time to call both candidates and ask your questions. If Rodney's phone is answered you have the wrong number. Rivero will answer your call and speak frankly with you about his plans for ideas.

All the laughing aside, this is a sad state of affairs for the tax payers of Lake County. Again I Know of at least one Deputy and one needing help in a very personal and tramatic time in their lives. The first asked for help from Sheriff Mitchell and Kathy Ferguson with out success. He was told basically, "To bad so sad your it is Your paycheck." The first I know of was with the family members to include the wife, pleading for help. He was tossed to the wolves with out a second look after years of experience. The second would be Smith, I know what it is like to be the red headed step child. The job is hard enough with out the BS of the GOB and crew. To those that would judge my posting, ask yourselves, are you secure enough in you position to trust the Deputy next to you in Court Testimony

Post 809, thanks for the insightful post, we have said this over over, it is those good officers in the organization, it is those people without representation and fair representation that we are working for. The fact of the matter Lovelace has always embraced the high qualities of good cops. We know we have lost them from this county, we know of several who have not gotten help from Mitchell and HR and others. There is no insight, it is 1950's management, and it does not work. Mitchell is a floundering fish out of water now, and frankly it has caught up with him. We hear what you are saying. Thanks!
 

Oliver, I know and apologize to Bruce as he was being patient for my story. I get irritated at these people who have no idea what it is like to be in Law Enforcement for decades, let alone a few years. In my opinion, If Mitchell was better at is job he would openly invite the people of Lake County to go on a Ride Along. Maybe not for one day but to follow a Deputy for a couple of weeks or Months. The people of Lake county would see what a deceased person, lying in the summer heat looks like, Maybe even smells like. I know all the deputies of Lake County know what I am talking about. Either way it is not a pleasant sight or smell but the Deputies have to deal with it several times a year. I know the General Public would not be open to this and I have no problem with that. What I have a problem with is Lake County as a whole expects their Deputies to do this on their own, with minimal support.
 

There is no question that we have some fine officers at LCSO. These people do a good job 27/7 and they don't et the recognition they deserve. The person who should be first to recognize their good work is the Sheriff himself. I for one thank you and please know the majority of citizens do appreciate your efforts.

At the same time there are some officers at the LCSO who do not measure up to your high standards. These are the ones who need competant supervision which they do not get. These are also the once who seem to be saddling up to defent Mitchell in his failures. These are the people who make the good deputies look bad through their bullying and arrtogance which mirrors the boss have caused your office to lose the respect and trust of the community your are dedicated to serve and protect. Things will not improve at the LCSO until Rod Mitchell is voted out of office at the attitude changes.

And there it is post 847 in a nutshell. There is leadership, the setting of the tone of the department, the fair and equal treatment, the team concept, common goals, less selfish and more helping. Imagine the environment that could be. Imagine the citizens working in concert with the LE. Sharing information, helping pinpoint the trouble areas, the citizens supporting the deputies, all of this community model can be.done, it cannot be with Mitchell, but it can be done. That is our goal, the most important aspect of this is getting a clean, sharp, intelligent, citizen oriented group of men and women who are working under the leadership of a moral decent but strong human being. This is not the case in Lake County.

Let me tell you, the citizens will understand the hardships of the job, and should and most do, and when the LE in any county gets the citizens behind them, the citizens will fight for their pay raises, the citizens will support their cause, because they become an integral part of the community.

I know of one deputy who found himself in crisis and was considering suicide. He called in to the office asking for help and talked to a Captain. He asked for help and asked forsomeone to come to his home. He was told by the Captain to man up, shut up and come to work. The Captain is still working and that inexcusable attitude still prevails. This is what your bosses think of you.
 

The deputy I mentioned was not a trouble maker. He did his job but didn't get the help he asked for or needed. Instead they did a typical Mitchell witch hunt on him and he is now gone.
 

Lovelace, you need to fact check your sources. Rhodes was NOT at the Mitchell event last week. Check with anyone there. Mitchell did show up at Rhodes event, but it was open to the public. Rivero or any other candidate could have been there too, but wasn't. There's no connect other than knowing each other. I saw Rivero chatting very friendly with Rhodes at the street dance last week, and didn't see anything but good will between them. I don't think either is hooked to anyone; each has his own campaign independent of any other. I spoke with both of them, and liked the answers I got from both.
 

The two biggest problems with LCSO are Mitchell and the Dsa. You Deputies have no control over Mitchell but tomorrow you could fix the Dsa.

This is about a total paradigm shift in thinking and understanding, most will make the transition some will not, Rivero will have a clear slate to work with, as everything he is going to do will be new to most of the department. Some will resist at first, to test the waters, then come in line and join the change. Overall these current deputies do not know what it is like to have the public behind them in total. It can happen, and will happen. There will be a lot less pain for those employed when this takes place. To those in now, hidden behind the scenes saying nothing. Help is on the way, hang on.
 

The people of Lake County have a better understandingof the difficulties involved in being a law enforcement officer then you may think. They do appreciate you and support you. They do not like what Rodney Mitchell has done to his subordinates and the way he has tarnished his badge. He may have been a good guy at one time but he forgot where he came from and how he felt when he was working the street. He evolved into a professional politician complete with all the arrogance and selfishness that goes along with it. Now he cares only for himself and keeping his job. He's proven over and over that he cares nothing for the working deputies or the people of Lake Co.
 

I called both people at the Mitchell wiener roast and they would not confirm Rhoades was there. They did say they saw KKKlint hiding in the bushes and Rodney went over and consoled him.
 

Batman 906 has hit the nail on the head. Rivero has a lot of work ahead of him but he's a quick study and willing to learn. He's asking good questions and soliciting the help of professionals who can make a difference. The department will be a much better place to work and will become the professional organization it deserves to be.

I do agree that the problems with the department is Mitchell and the DSA plus a few GOB's who feel they are better then everyone else. Some of these three year wonders think they are experienced Cops but in fact are a joke to those who have earned their bones.

Hang in there things will get better. Support Rivero when its time to vote and encourage your friends, family and neighbors to do so also. Do it for yourselves and do it for us, the community.
 

8:57, as a former LCSO Deputy, no better words were ever spoken. I, as well as the Deputies, whether in the circle of GOB's or not, appreciate your support. I thank the heavens I am out of that Hell Hole. I am sorry for the other Deputies their as no support and endless work hours lead to the poorest of judgements that will eventually, and sadly end their careers. As I have said before on this blog, most of us have families to feed and will stop at nothing to do that. Right or wrong, the Deputies are stuck where they are at and have no choice but to keep going as best they can.

Then you have the Captains and LT.'s, court's and citizen's to deal with after to explain your actions. I don't know how you difine legal, I had kids to feed and a Mortgage to deal with. I was never one to arrest and tell, neither were my coworkers. I had issues with this policy as well as most of the Deputies. I never had to deal with the after math as I departed ways with the SO.

To say LCSO doesn't use arrest quota's is crazy.

Once a year deputies receive a yearly evaluation. It grades you by "Below Average", "Meets Expectations" and "Exceeds Expectations". The areas cover Patrol and other areas.

A sergeant will count your total arrests for the year. He will average that number to the amount of arrests made by deputies on you shift and come up with an average. You are graded B, M or E. If you get a "B" you most likely get put on a Performance Improvement Plan which can result in being placed on Probation.

While I was there, Sgt. Macedo placed two deputies on a PiP for low arrests. One deputy pasted the PiP but the other did not. That's okay Macedo if you don't remember, I have the PiP and turned it over to Rivero.

I truly could care less about officer Rivero's flaws.He did not try to put a innocent man in jail. No less use the legal system to do it. I have only harped on Mitchell's lack of ethics with his job. The rest is between him, his wife and his God. We all make mistakes Its what we do after we know that we made a mistake. It's easy to hang someone with "its a personnel matter." That supercedes their oath took my them. What authority is looking at this mess other than the citizen? where is the attorney general? A higher authority needs to tell us that Mitchell is not a crook or it goes on. No faith in the system is what most of this is all about.

To the many citizens of the county we felt you should see in full display who your sheriff is and who represents him, you will notice that in that entire posting of over 100 comments almost know Rivero supporters even replied. People here are missing a very important point. Being arrested does not make you guilty, a relevant example is Mr. Dinius. Unless someone is convicted or pleads guilty they are presumed inocent. That's our American way of justice.

I did take the time to pay $24. and what I found was zip. It clearly stated as an 18 year old Rivero was detained, brought to the stateion then released with no charges. He was never charged with or convicted of a crime. I then took the extra time to call a Florida law enforcement official that I know well and asked him to look at the print out and explaint to me how things worked.

Unlike in California, LE in Florida at that time routinely took everyone who was detained to the station to wort out the facts. He tells me this was especially true in the popular beach communities where they leaved heavily on the kids loitering in the beach areas. The idea was to scare these kids into staying away from the beaches and tourists. After looking at the print out I sent him he told me it was obvious this kid was hauled in like they do everyone, the incident was reviewed and he was released with no charge because there was no evidence that he had committed any crime thus no charge and again no conviction. He also said just as in California things have changed considerably from those days and the Cops no longer have the free hand to do what they want which often bordered on the line.

This same information was givern to both SFPD and LCSO by Rivero himself with the appropriate explaination. Both agencies at the time could see this for exactly what it was and understood it meant nothing. Both agencies hired him as a law enforcement officer.

One more thought. You live out of state and you come blazing through a city in your car. The Cops stops you for sp[eeding and learns that you have a valid out of state license and vehicle registration buit you live out of state. He can not give you a ticket so he can and often did haul you in to the pookie where you were booked for speeding and haw to post bail to bet out. This took place in California up to just a few years ago when the state negotiated a reciprocity agreement with other states so a citation would be sufficient. No big deal, the speeder is not a criminal and they are no longer detained and inconvenienced.
 

Rivero received the scar on his forhead when some drunk in a bar bashed him with a bottle while he and other SFPD Officers were trying to stop a bar fight. Being a Cop is a dangerous job no matter where you work and these things happen especially when you are working in the more violent areas.

Here is something you may have forgotten. Kip Ringen as President of the DSA expressed an interest in running agaiunst Rod for Sheriff. Mitchell called him for a private meeting at Perko's and told him if you run I'll destroy you. Ringen backed down and eventually Rod did just what he threatened.

When Joe Totorico an experienced and well respected professional law enforcement officer ran against Mitchell he won the primary. Just like today the Mitchell machine swung into high gear with their rumors and lies. They spread the rumor that Joe had a heart condition and was just running so he could get a better medical coverage and go out on disability or die in office. Both lies. Joe was in excellent health and in fact had a perfectly good medical plan of his own. He didn't need anythng from Lake co. he just wanted to provide his experience and expertise to make the SO a better place.

It worked, M itchell managed to scare enough people and beat Joe. Mitchell's chief henchman spreading rumors and pies was Kip Ringen who was trying to suck his way back in with Mitchell. It didn't work for him.

Does any of this sound familiar? Ritchell and his gang will make up anything or do anything to get their boy elected. This is a true example of a corrupt politician. Incidently Mr. Tortorico is still going strong and probably in much better health then Mitchell himself is today. If we had ignored the Mitchills spin we would not be in the boat we are today.
 

Ringen is a very hateful bitter little man. He considered himself a bigshot in the DSA and in Porac. He thought he was above everyone else in the department and could do whatever he wanted. They pulled his chain and forced him to retire before he was ready and lose pay and benefits he would have had if he had gone the full 30 years.

Ringen hates Rod Mitchell and has for years. This is common knowledge and he would stop at nothing to screw him until he saw a way to better himself through Rivero. Both Rivero and Mitchell gave him the boot so now he is a professional rumor monger against both. His credibility is zero and he has lost any respect people may have once had for him. If they had any at all.

Frank's silence means nothing. Who cares what an 18 year old kid may or may not have done. He like many of us grew up and became a productive member of society.

The detainment issues you keep calling arrests were not arrests and he was never charged with or convicted of any crime so they are a non issue. The fact that he was detained by Cops as a youth was freely reported to both SFPD and the LCSO by him even when he didn't have to. It was noted in his personnel file and he was hired by the SO who saw nothing wrong or unusual here. Now it seems Rod Mitchell has decided to go into Rivero's personnel file to dredge up anything he can to discredit his oponent. Doing so is illegal I might add. So, who's the criminal? The guy who was detained and not arrested as a kid yet freely admitted it to be truthful and up front or the guy who illegally accessed a confidential file and released information illegally.

Mitchell just continues his dirty politics and his disdain for what's right and does anything he wants to take care of himself. He has no consideration for right and wrong and he cares nothing for any of us. He only concern like all politicians is for himself.

Whats up with the Lake Co. Deputy Sheriff's Assoc. The DSA officers are all on board with Mitchell marching proudly with their wives in his parades and selling his hotdogs. They spread lies and attack a fellow deputy while rolling over for Rod.

Do the truely represent the members of the DSA? Do they work to ensure a duputy under investigation is afforded all their legal rights or do they stand back and allow the Mitchell regeme to railroad them. FDo the work for better pay and benefits, more training and a fair working environment for their members or do they stand back silent and let the brass do whatever they want.
