It should be noted that the juvenile public defender was prosecuted and convicted of having child porn on this thumb drive. While affairs are scandalous and immoral, they are not illegal and that should be considered when discussing that topic. The cover ups? The coverups are another issue. I suspect there is some truth to some of what is discussed here. However, you have to keep in mind that "knowing" something and proving it are two very different things. We also have to keep in mind that people make mistakes and sometimes deserve a second chance. Of course that depends on the nature of the mistake. A lot of things are not that black and white. When you are talking about that list of officer scandals, do not leave out Morshed. I know he tends to be a favorite of the regulars on here, but do not feel sorry for that man. If you are going to crucify someone for affairs, he should be at the top of your list. There are allegation of him planting evidence, recording overtime he did not work, etc. I personally cannot prove any of these allegations against him, but that does not seem to be necessary on this site. So either give all of them the benefit of the doubt or give none of them the benefit of the doubt. It has to go both ways. You cannot pick and choose because you like someone better than others. That seems to be the entire basis of your anti-Mitchell sentiment and maybe rightly so.

He was attacked by Mitchell after he did not cooperate with the Dinius agenda of Hopkins and Mitchell. I was simply pointing out a lack of consistancy in pointing finger at some while maybe not being so harsh with some favorites for the same kind of behavior and for the record, Morshed was disciplined for his on duty affair with a fellow employee. On duty being the key phrase there. He was demoted. That is just not what he was ultimately terminated for at least not in and of itself. Could it have been a culmination? I don't know. I am not privy to his personnel file and nor should I be.

This is one of Lake County's Finest...DEPUTY BRYAN SMITH that got popped by CHP last night. He used to work at the jail, then became a Deputy. He was a tweaker when he worked at the Jail. CHP don't play well with the other Agency's They took Ol Bryan to Redbud Hospital... the 2 CHP were out numbered by about 20 SO who were trying to get a "Professional Courtesy" for their boy. Sorry, No Dice. They took poor Bryan all the way to the Purchasing Dept. to draw his blood, to give him some "Privacy". He was wearing his work Pants and a T-Shirt. Lets hope he was leaving work, and not headed to work! I think the Booking Photo speaks for itself. Isn't it comforting to know that the men hired to Protect and Serve us... could just as easily KILL US? Thank God Garcia got to him first. 2 Legal BA Kits were drawn. One for the SO, one for CHP. So, there can be nothing left to question. What will be fun.. is when they find out what other substances were in his blood?!

There is no doubt of the many problems that exist in the Clearlake proper area. We have said in the past that we will be expanding our focus after we finish the job of Mitchells final removal from our county. At that point we will be turning our focus to the CHP and local city LE's such as Clearlake, amongst many other issues that need to be addressed. We had discussed the Brady situation, and our question was if there was staff reduction based on budget cuts, was he in line by seniority and his number was up or what?

This is very important, concerning the DUI arrest of SO Bryan Smith. In the booking sheet at the above link, they have left his occupation off the booking sheet!!! Every other citizen on the arrest records has the occupation listed. They are trying to keep this covered up, and have been caught. We have reporters attempting to contact, Mitchell/Bauman to see why that was done. The CHP officer knew something may go wrong with all the SO's there, and had his own blood taken for cross reference out of concern for possible tampering. We will update you with further information. Officer Garcia excellent job way to stand your ground.
By the way we finally got Sta Marine in contact with Kip, although for some reason it took him several days. We have come to the conclusion that he should contact Kip and clear the air with him, prior to letting him place further posts. As you can see from the above post of his that we left up, it is the same old diatribe as usual, we will leave it up for now, as at this point most are just bypassing his comments.
We have just attempted contact with Captain Bauman, we have left a voice mail for him to return our call as we had a few questions for him concerning the arrest of So Bryan Smith.

Brady was not fired for any other reason than racial profiling, He has been with the dept for many years, He is being used as a scapegoat.

Wow, sorry to hear about Smith. I am glad CHP is treating him the same way they would have treated the rest of us. Smith seemed to be one of the better ones of the bunch. By his booking picture he looks pretty "&*%@&* up". Now Mitchell is going to scream "see we are treated the same as every other citizen"! Yeah right, this one time. Seems that he arrested a Wesley Wayne Tolleson Booking #38504 on 6/14/10 at 21:16, same hour that Bryan Smith was arrested the following day. I think he might have been on duty, unless it was his day off.

He was on duty, in a patrol car and crashed his patrol car into another vehicle. It was the victim occupants who called 911............
Here is an interesting tid bit we are looking at.our inside people at Redbud said he had on his uniform pants and a T-shirt. So it would appear he was either going to work or coming off work. Mendocino County Undersheriff Gary W. Hudson came forward to Ukiah Police and volunteered information that resulted in his arrest for suspicion of felony domestic battery Monday, law enforcement authorities said.
Hudson, 53, was arrested after a verbal argument with a 49-year-old woman became physical, resulting in a pushing/pulling match, Ukiah Police Capt. Justin Wyatt said.
Hudson ended up with scratches on his upper body, and the woman, with whom he has a domestic relationship, had a scalp injury, Wyatt said. It did not require medical treatment.
A 26-year veteran with the Mendocino County Sheriff's Office, Hudson has been an advocate for women and children, serving as chairman both of Project Sanctuary, an organization dedicated to the end of violence against women and of sexual abuse, and the Mendocino County Policy Council on Children and Youth and Child Abuse Prevention Commission.
He also has “an unblemished record,” said Sheriff Tom Allman
“It's a very unfortunate situation,” Allman said Wednesday.
Hudson already was on leave from the sheriff's department for apparent health reasons when the alleged domestic violence episode occurred.
He has since been placed on administrative leave and is the subject of both criminal and internal affairs investigations, Allman said.
Ukiah Police Chief Chris Dewey called the sheriff directly to report Monday's events, and Allman eventually spoke with Hudson directly. He would not disclose the contents of their conversation.
Wyatt said Monday's incident unfolded at the couple's former Ukiah home, and that Hudson “came pretty much straight here” to report it.
He arrived shortly after 1 p.m., and the woman was interviewed two hours later, Wyatt said. Hudson was then contacted again and was determined to be “the dominant aggressor.”
He was arrested and booked into the Mendocino County Jail on Monday evening, but soon bailed out, posting $25,000 bail, authorities said.
The alleged victim, meanwhile, got approval from a county judge for a protective order that prohibits Hudson from contacting her, police said.

A Lake County Sheriff's deputy was arrested for driving under the influence of prescription drugs late Tuesday after he crashed his patrol car into a parked vehicle.
The California Highway Patrol arrested Bryan Troy Smith, 33, of Hidden Valley Lake shortly before 10 p.m. following an investigation of the incident, officials reported Wednesday.
“As of this morning he was placed on approved leave,” Capt. James Bauman of the Lake County Sheriff's Office said regarding Smith.
Bauman said Smith had just started his swing shift Tuesday when the collision took place.
CHP Officer Steve Tanguay said Smith was on duty and driving in his patrol car shortly before 5:30 p.m. Tuesday, traveling northbound on Mountain Meadow Road North within Hidden Valley Lake, when the crash occurred.
Smith allowed the patrol vehicle to veer to the right and struck a parked vehicle, Tanguay said.
The CHP received both calls from the public and the sheriff's office regarding the crash, with the sheriff's office asking the CHP to handle the investigation, according to Tanguay.
When CHP officers arrived on scene, Tanguay said they observed that Smith was showing signs of
impairment.

Just like the diversion program that was established in California for RN's in the mid 80's, I would hope there is such a program in place for law enforecment also.

By looking at the booking photo and perseption of Smith and how he looks, either he took one to many pills, had a all nighter, or just plain rolled outta bed and into his partol car! He looks about as bad as Rhonda Rullys Photo!
Curious as to what the BA test will show! Now my question as a taxpayer is, he was on his way to work, so apparently he is one of the priviledged ones as far as taking home a county car. Wrecks it and once again tax payers dime! What was he even thinking when getting into this vehicle? Thank God it was only a minor incident.

First our article describes the curious fact that Officer Smiths occupation was left off of the booking sheet and it has now been corrected, you will read our discussion with Captain Bauman concerning that. Also you will notice that both the press release and the LCN article mentioned only one blood sample, actually in our conversation with officer Tanguay of the CHP he confirmed two blood samples were taken, one for the CHP investigation and one requested by LCSO for their internal investigation. You will also notice we raised the question of several officers being at the hospital and an alleged attempt to secure Smiths release, we are in the process of attempting to secure interviews concerning this report.

However, and we are speaking only to our own situation on this Blog, we are not speaking for the RB or LCN, we have some clarification to put forth. We are constantly under attack with posts and comments that have no place on this blog nor for that matter on any other site. By this we mean that the posts concerning everything from peoples underwear to Rivero being a Cuban drug dealer, are not germane to the purpose of this site nor what the general discussion topics are. To maintain a sense of professionalism and effectiveness posts are removed. As an example, if a question is put on the site and asks Mitchell supporters to give 10 good examples of Mitchell's leadership, and we get an answer that says "He is a leader because he hates all you dopers who run this shitty lying site, then we are really not getting anywhere and the comment doesn't support the ideals of discussion and debate. RB's and LCN's reasons for post removals are far more self centred and protective of some phony image they want to maintain, or defensive of their connections to the LCSO etc. We hope that gives some perspective for you, and helps to explain the difficulty of protecting freedom of speech, but yet allowing for an effective exchange of ideas.
The Manifest is going to be following up on the blood test results and the continuing investigation by the CHP, their investigation will answer a lot of questions and we can trust there is no collusion between them and the LCSO.

Brady sure helped My kid who could have gone wrong but with Brady's no nonsense and quiet demure in talking to My kid he made an impression and My kid finished school this year with good grades and I credit the impact of his change on Brady.
It really steams me to have a GOB network going on at CPD the place is TOP HEAVY LITERALLY . I am not a fan of the Chief and his side kicks aka lunch guards. Can't We as citizens have any impact on the cops cutting lose the good ones and letting the riff raff stay.

Hey Danny good post. The biggest thing for us right now is trying to get a hold of officer Brady. Now it may be that he has a lawyer and cannot say anything. We just don't know the answer to this. If anyone has any information on this situation aside from what we already have we sure would like to do an article in the Manifest. 3:51, No there is no program/help offered to the Deputies. I know a couple of them that actually asked for help for alcohol/stress problems. They were denied help by both the SO and Lake County. It is sad considering the stress these people go through on a day to day basis.

I have worked with Officer Brady for the past seven years and I am appalled at the way the administration has treated him. I know he excelled in the position of School Resource Officer and helped train several of the officers, one of which is the current K-9 handler. I know anybody who CAN LEAVE, is leaving that rotten place. Allan McClain is a bigoted tyrant, who surrounds himself with yes men and women. His administration preys on the weak (job probationers) and those who are unable to fight back.

With the arrest of Mr. Smith, the BOS needs to STOP allowing Deputies to take cars home. Deputies needs to report to the Main Office or a Sub station to get a car.

Brian Smith was testing Drugs that is what got him in trouble . It is hard to believe that mug shot was shot five hours after the accident . It has been hinted on this blog that there is a huge prescription drug problem at Lcso .
I think you are correct Mark, and it appears as was already mentioned it may be time for the BOS to review the policy of allowing officers to take cars home. In the interest of public safety the citizens must have assurances that sober and straight officers are hitting the road. Perhaps at this point it is time to require them to check in at the station then take possession of the patrol cars.

Just a little blurb on sign regulations related to the elections: The basic rules are, all signs must be taken down 10 days after the election closes. This is on county and city lands. Campaign signs can be put up no sooner then 90 days prior to the voting day. This is not something where on exactly day 10 sign enforcer people are out handing out fines and ripping down signs, as there is a little lee-way given. But these are the guidelines so everyone should try to comply with the general time lines.

Brady sure helped My kid who could have gone wrong but with Brady's no nonsense and quiet demure in talking to My kid he made an impression and My kid finished school this year with good grades and I credit the impact of his change on Brady.
It really steams me to have a GOB network going on at CPD the place is TOP HEAVY LITERALLY . I am not a fan of the Chief and his side kicks aka lunch guards. Can't We as citizens have any impact on the cops cutting lose the good ones and letting the riff raff stay.

Agreed Mr. Burkdoll. Implementation of this type of policy needs to be set forth. I'm sure after Rivero hearing about this lastest fiasco he will do just that! Bos has already shown us that they are standing clear of making any decisions what so ever when pertaining to LCSO, its high time the citizens put their foot down to this and make it clear that this is definetly needed!
Because he is not getting paid, your buddy Mitchell gave him time off for the campaign, and continues to grant that leave. There for dumb ass, Rivero is sacrificing his own income and creating his own debt for the sake of the citizens and to help us fix the terrible state this county is in. If you have an issue with this maybe you should go ask Mitchell why that is.
I am not justifying Brian Smith's actions by any means...But I worked with him for years and he is a nice guy, I hope he gets the help he needs if in fact he was loaded....He could have hurt someone real bad and he ruined his career for that I am not going to defend him but working in law enforcement it is very stressful. So stressful that sometimes officers resort to this stuff to get through the night or day. I can tell you that he will feel bad for his actions unlike Perdock or Garzoli...Brian has a heart...Just not good choices...So I don't want to put him in the same catagory as the other two...
I take prescription medications and I sure hope that if that should ever happend to Me that people will not judge me until all disclosures with what I took and if my body had a bad reaction, too many are so ready to jump on the kick the Sheriff dept in the Butt any chance we get, I took have known Bryan but only for a short while and never did I see or suspect anything but a top notch cclean and sober deputy, lets give the guy a break, all of you want one so why not wait and see

his non friends on this blog as they deny any affilation with him...say he afraid of Friendly Fire, that is no joke that is what they posted. do you seriously think any of the deputies who did not give him a vote really want him back in any capisity, besides it would play into his wannbelawsuit of a hostile work enviorment.I doubt he will ever be back, you know he will not win the election.

I think those are fair enough statements on post 228 and post 212. I think at this point what happens is that Mitchell has now created such a terrible image of his department that even good cops who make a mistake are hit pretty hard. This is the thing that is difficult for the Mitchell supporters to understand, "image is everything" and Mitchell is destroying that image. We as a group have said over and over that one of the reasons for doing what we are doing is to allow the good cops to grow, allow the good cops to be freed from this terrible association with Mitchell and that by his own actions he is hurting the good cops in the department.

This is the Lovelace group we have finished gathering further information on the Smith situation and our source at the hospital who will remain unnamed has provided additional information concerning what happened at the Red Bud Hospital on Tuesday night. We have confirmed that there were at any given time 12 uniformed or plain clothes officers who were seen at the hospital. There was only 1 CHP which was Garcia.
Mr. Smith was taken by request of the SO's to the purchasing room of the hospital instead of the lab location to have his blood drawn, for quote "privacy" our source indicates this never happens and it was an unusual request.
Our source also indicates that 2 SO's were observed in quiet conversation which the source believes was concerning trying to get Smiths release. Which as we now know did not happen. When our source approached the 2 SO's they became totally quiet and stopped their conversation.

Oh by the way everyone in case you didn't notice Captain Bauman used the terminology "approved leave". We have questioned several former and current SO's and that is a new terminology which has never been used in the past. Like LA County; contract cities like Lancaster etc, ya they have motorcycle units etc. They operate like a city PD. Sonoma, Lake, Mendo, Marin chances are of your'e not drunk, a tweek, fail the attitude test or all the above you stand a good chance of being released with no ticket. Having a valid license, insurance and a currently registered vehicle helps too. when I speed, I pray I am stopped by a Sheriff unit. CHP can go either way, hella cool or letter of the law; no chance in hell. I think there on quotas. CHP up here are way way cool!!Good bunch. City PD's? oh god. No, I just act respectful. Sheriff deputies are generally more concerned about warrants, drugs, more serious crimes. There not generally on ticket quotas. If you get a ticket from one you were probably a jackass. Sorry, just trying to help..

Prescription drugs have become the drug of choice for many and now are the number one overdose cause . Dui's from prescription drugs have increased dramatically in the last few years and are prosecuted and sentenced just like an alcohol dui . Make no mistake they are highly addictive and if addicted you need to get help .
Let's remember something, they say prescription drugs because that is what Smith told them. They could confirm no alcohol, but it takes a blood test for the other, so we have no clue what is going to come back on the tests. We can speculate till were blue in the face but only the tests are going to tell the story.

We have received late news that the Smith incident may have more twists to it then meets the eye. It seems that virtually non-stop 12 hour shifts are happening at the sheriffs office, there are reports surfacing that the officers are getting burned out and burned out quickly, we got this information today and this could be a factor in incident with SO Smith. Also it seems that a droopy eyed look is a normal look for SO Smith and we should use caution in laying blame based on a mug shot. There may be some connection we have not discussed in regards to why the LCSO requested a blood sample of their own. We are looking further into this.

There appears to be some house cleaning going on in the SO since the primary loss to Frank Rivero. The stories of these two individuals suggests something is not quite right in the SO these days. Funny why MIA was supposed to be a 5150 and that means that she doesn't get access to any report that were made against her. That means that fictitious reports could be made without her knowledge and any law agency could act on them.
