If asked, wouldn't the county have to tell you if someone was employed or not employed. Don't think that woud be a violation of any privcy rules???
 

We believe you are right post 336, if the facts are maintained as the appear to be we will be sending notification off to the BOS Kelly Cox and Anita Grant, We will post our notification to the citizens upon drafting it. This is the perfect example of oversight and why these systems need to be in place. If you want to ask the county if someone is employed there, go to the auditor office. There they will show you where the person is on the payroll docket but they will block out any deductions out of the norm e.g. 401K, wage assignments, etc.

If they are Perdock's parents, considering his age his parent would not be spring chickens. Thus they could say it was their business but Russ would run it. Kinda like "will the real Russ Perdock please stand up". Also for some reason I think the "America eagle" thing might be a franchise you buy into. Maybe he cashed in his PERS to start a business. Three ways to get your PERS: become disable (under age 50), lose your job (any age) or retire (over 50). Any time you lose your job or become diabled and can no longer work in your field....you can take out the lump sums in your PERS.

Sorry Lovelace, your information is not correct. Hey don't get me wrong, I'm a VERY BIG Mitchell takedowner (yeah my own new word).

Deputies are allowed to have second job as long as it does not interfere with their duties. For example Sgt. Rich Ward is a General Contractor specializing in cabinets and Sgt. Chris & Dispatch Commander Janell Rivera are owners of a coffee shop. There are also more.

The problem is when the part time business interferes with the deputies job. An example would be sells boats and being a Boat Deputy.

Ahhhhhhhhhh there it is Alexa is Perdocks daughter, ok so we have a problem, but first to post 4:29 we understand what is being allowed to happen, but when you look at the strict guidelines of county charter and the strict guidelines of the SO rules and regulations it states very clearly it is not allowed, the reason is it becomes a very slippery slope of problems. This has been allowed to expand and now you are correct it happens all the time. When you look at any business organization this type of practice is strictly forbidden. The slippery slope also comes in as far as lawsuits when an offier is conducting other business, and the time that us usually taken when on the clock doing various duties such as phone calls and such on the public dime.

Ok so now we will expand this Perdock situation out to its final conclusion, is he still on Admin leave, and getting paid while Mitchell allowed him to spend his time setting up an new business. hmmmmm I think we will get an answer real quick on Garzoli and Perdock, we suspect they may both be terminated and they wanted to save face by not announcing it. Again, you may have a second job, but you must have signed permission. The rules are in the LCSO Policy & Procedures manual. You must first obtain permission from the Sheriff.

Now here is the kicker, if Perdock has permission to have a janitorial service, he can not have a contract with Lake County. He also can not work as a janitor while assigned to work. Usually while on Admin Leave, you assigned work hours are 9AM to5PM. He must work outside of those hours. If he works within those hours it is a major violation.
 

My understanding is that Perdock is still on admin leave, BUT, he has had his Skelley Hearing. It is believed he was given his walking papers and he and his attorney sat down with Mitchell a couple weeks ago requesting a reduction in his punishment (i.e., reduction in rank instead of firing). Rumor has it that Mitchell has not gotten back with an answer to Perdock or his attorney.

I think Mitchell is dragging his feet so Perdock can get a little more time on the books which will allow him a bit more in his retirement account. Gotta take care of your buddies, you know.

Wait a minute! I thought Perdock was out on disablity from his doctor. How can he be disable and start a business? Did his disablity turn into Admin. leave at some point? This whole thing sounds fishy!
 

Here is a suggestion for whoever runs this site:
1. Determine everyone who works for the county that is on Admin Leave. File a FOIA petition if necessary
2. Turn this information over to the Record Bee and ask Gary directly if he will publish it.
3. Appear before the Board and ask them to investigate everyone on the list and see if they are legitimate or not.
4. If they refuse, send the list to the A G and ask them to investigate from a gift of public funds standpoint.
5. File a suit against the County Supervisors for failure to uphold County Rules and Regulations resulting in a loss of County tax payers funds.

I can't believe that Marty McCarty is trying to weasel his way back into Lake County law enforcement and politics. First, Marty you ran for sheriff in 1994 and got your butt handed to you. If you thought you were sheriff material then, why then did you not run against Mitchell in 1998, 2002, and 2006? Why run now? Is it that you smell blood in the water after Rivero has beat Mitchell up enough you feel it is safe to enter the pool? If you had a set of balls you would have stepped up to the plate earlier and stuck you neck out and took a chance. I think you needed someone to soften up the opponent for you.

Now, as for the accussations of domestic violence in your past. Do you remember Kate Abala? She was a dispatcher with the SO and you lived with her. I believe she lives in the Petaluma/Santa Rosa area now. As I recall you and she had a very rocky relationship. Remember?

My suggestion is that you step out of the race before it gets to embarrassing for you. Remember, you fed people alot of B.S. when you were at CPD and when you ran for sheriff in 1994.

11:02, I know it's difficult to follow, but "in lieu" of part means, you can get signatures instead of paying the filing fee. If you're paying the filing fee there's no need for signatures. Seems like the Sheriff decided to pay the filing fee instead of gathering signatures. He's got work to do, unlike rivero who conveniently is getting tax free pay and benefits because he's too sick or injured to work, but not too sick or injured to go out and gather signatures.

Rivero was not sick, he is recovering from gallbladder removal. Rivero cares about the deputies, even one's that do not support him. Case in point, Rivero gave up his entire leave and donated it to Samples who was fighting cancer. What did Mitchell do? NOT A GOD DAM THING!!
 

By the way, Napa isn't responding to boat crash in lake county in 30 minutes. Hell it takes that long to drive there from Calistoga. I'm sure they would have assisted if asked, then very next duty day for one of the boat officers, but since all of them were trained by the guy from Sac County who eventually did do the investigation, seems to me like he was a better choice.

State AG to looking into charges against Carmichael man

State Attorney General Jerry Brown will look into the case of a Carmichael man charged with manslaughter in a fatal Clear Lake boating accident that also involved Lake County's chief deputy sheriff.

Brown reported on his Facebook page Wednesday that he has spoken with Lake Count District Attorney Jon Hopkins about the charges brought against Bismark Dinius. He was held responsible for the 2006 accident that killed his passenger, Lynn Thornton of Willows, and injured seven other people.

Lake County Sheriff's Chief Deputy Russell Perdock was driving the speedboat that slammed into Dinius sailboat, but prosecutors claim Dinius was at fault because he did not have his boat's running lights on and was sailing under the influence of alcohol.

I just love waking up in the morning, having my morning coffee while reading the brainless comments posted on the blog over night by the couple of Mitchell supporters that work the night shift. We the taxpayers pay our property taxes to pay you to work, not sit on your ass in the office. Tonight, try working instead of staying on the computer in the office.

That is the real reason you want Mitchell to stay in office, so you can do nothing while getting paid.

One other thing, you continue to bitch about Rivero being on some kind of "tax free medical leave." Unlike you bunch of liars and crooks, he does not try to screw the public. Ask him to show you his accrued sick time. That is what he has been using. You know, the benefit that all of you guys get, a day a month? That is what you save it up for, when you have a problem. The sick time is taxed just like your regular pay.

Maybe you don't have any accrued sick time on the books because you are one of the people that use it on a regular basis to give yourself an extended weekend, humm? Because you think you are "entitled" to use it as "mental health day"?

The debate between McCarthy and Baxter was boring. They agreed with each other so many times. Baxter and McCarthy has no plans to clean up the Sheriff Dept. after Mitchell mess. They couldn't even get a budget book from the Courthouse to know what the current S.O. budget is, more failed management is not what Lake Co. needs today. Rivero has a plan and it will work. Management in the S.O. may run scared from Rivero, but that's how they treat people under Mitchell and his command staff. Rivero has our votes and support.

By the way, you are wrong. Napa County has several deputies living in Lake County (as does Sonoma). If you are really a LCSO deputy you would know that because one is former Lieutenant McMahon (who was a boat deputy for Napa), Detective Chris Caryle formally LCSO and about five other Napa deputies. A simple call can have at least one of them respond from their house and evaluate the scene before additional assistance can arrive. The Boat Unit is stationed at Lake Berryessa and they don't need to bring a boat. Response time is only within an hour via Butts Canyon and Pope Vally Road. I do it all the time.
 

Mitchell? Nice guy? ask Ed Bean in the DA's Office how Mitchell screamed at him in the substation after Bean had just been involved in a shooting. It took a few sergeant's to calm Mitchell down.

We have just communicated this message to all Members of the BOS

Denise, perhaps we are wrong, and you and the other BOS members have better information or details. We will assume for this message you do not. Perdock is on public paid Admin leave, yet he is starting a new business. How does this happen? Is the BOS aware of this. He is still getting paid or has he been terminated, well we know he has not been terminated, so don't you think this is a bit of a problem? We will give you an overview of the timelines and what has happened internally. So that you have an overall understanding of the situation:
Perdocks Skellley hearing was finished several weeks ago, Perdock and his lawyer went to Mitchell roughly 2 weeks ago, and asked Mitchell for a reduction in punishment (i.e. a reduction in rank vs termination. Mitchell two weeks later is still sitting on that request, yet Perdock is starting a new business, by the way "Alexa" is his daughter. Why would it be two weeks later on a basic (isn't going to happen request) by Mitchell to come to a decision, the BOS should quickly looik at the timing issues, could it be that if Mitchelll waits as long as possible the separation monies for Perdock will be greater? No matter what the reason, the wool is being pulled over the BOS's eyes again it appears. People as us about transparency and why it is needed. This is the perfect example of that need. This needs to be looked at asap, something is wrong here, and there could be a million excuses created for why this is. Now we want to make another point, when an individual is on Admin leave the guidelines say they must stay in their house from 8 to 4, this can be waived if permission is granted via a request from the individual on leave. Why is it Morshed is locked down in his house from 8 to 4 knowing that if he violates that order he could lose his job instantly, yet as Perdocks neighbors and as all the citizens have seen he and Garzoli come and go as they please, and are almost never at their house during these timeframes, and why since that is the case, was there no official request put in for specific movements for Garzoli and Perdock to be out side those guidelines?
These are the details of transparency that must be followed, these are the details the BOS must be able to keep a close eye on, it takes this level of oversight to keep a close eye on the public monies being spent. Can you and the BOS please take a look at this and get some answers, didn't Farrington and other BOS members indicate it was time for Mitchell to fish or cut bait, yet this situation continues to languish in obscurity.

The citizens are tired of doing this type of constant oversight when it should be an ongoing and defined process of oversight done by the BOS. We are sending this message to each of the BOS and to Kelly Cox and Anita Grant. Please, and we know you have heard it before "do your jobs" the taxpayers pay a lot of money, and not for this type of thing to continue to happen. We would ask that you report back to the citizens in the Tuesday meeting or via local media as to this situation and correct it ASAP.

Did I miss the post providing the address on Bell Hill Rd? Allegedly, the driveway potholes at this location occurred with county material and manpower from the jail and the homeowner is reported to be friends with Rob Brown.

The name Lyle Thomas came up in conversation this morning. I was told he works for the SO and I wondering if anyone can provide me with information regarding his character? How long has he been with the department?
 

It seems like what Baxter is trying to do is effect the vote of the "right wing" conservative vote in the county he felt like if he went down the typical Bush scare tactic approach he could garner the votes of those that are in the county with that bent. To use scare tactics concerning terrorist and all those other scary things he can get a portion of the county vote. Quite a ruse, but we have alot of campaign experience in our group and we can tell you that tactic is not going to work. Besides the fact that a single radio show on 88.1 is listened to by about 200 people at the most. The only time that number is greater is if it is a dynamic group on the radio, such as when Rivero was on or if some other major issue is at had and it is advertised extensively. None the less, this type political ruse hardly ever works.

12:52 I didn't listen to the debate on the radio but I will guarantee you Baxter was not indicating the Lovelace people in him comments. I've spoken to him and he explained why we have the Command Unit, provided by Homeland Security. Every county in the state has one for obvious reasons. It's not a scare tactic it's a reality. We all thought the US was untouchable but 911 proved us wrong. Now were must be prepared in the event that our rural county becomes a base camp, it a percaution.
 

No Baxter was not indicating anything in regards to the Lovelace group. We would suggest to Baxter he should concentrate on the local issues we have enough terrorist in the Mitchell Regime and the Hoppy regime to worry about on our own. If indeed the far fetched idea of a "basecamp' in lake county was plausible we could see the concern. We are not positioned geographically for that, nor do we have sufficient access in and out of the county, it is far to easy to seal off the roads leading into the county. The jackboot/swat costume has it's place. The bad guy's could care less if they have their pant legs tucked in or not. Appearance is the first impression they make. Denise, perhaps we are wrong, and you and the other BOS members have better information or details. We will assume for this message you do not. Perdock is on public paid Admin leave, yet he is starting a new business. How does this happen? Is the BOS aware of this. He is still getting paid or has he been terminated, well we know he has not been terminated, so don't you think this is a bit of a problem? We will give you an overview of the timelines and what has happened internally. So that you have an overall understanding of the situation:
Perdocks Skellley hearing was finished several weeks ago, Perdock and his lawyer went to Mitchell roughly 2 weeks ago, and asked Mitchell for a reduction in punishment (i.e. a reduction in rank vs termination. Mitchell two weeks later is still sitting on that request, yet Perdock is starting a new business, by the way "Alexa" is his daughter. Why would it be two weeks later on a basic (isn't going to happen request) by Mitchell to come to a decision, the BOS should quickly looik at the timing issues, could it be that if Mitchelll waits as long as possible the separation monies for Perdock will be greater? No matter what the reason, the wool is being pulled over the BOS's eyes again it appears. People as us about transparency and why it is needed. This is the perfect example of that need. This needs to be looked at asap, something is wrong here, and there could be a million excuses created for why this is. Now we want to make another point, when an individual is on Admin leave the guidelines say they must stay in their house from 8 to 4, this can be waived if permission is granted via a request from the individual on leave. Why is it Morshed is locked down in his house from 8 to 4 knowing that if he violates that order he could lose his job instantly, yet as Perdocks neighbors and as all the citizens have seen he and Garzoli come and go as they please, and are almost never at their house during these timeframes, and why since that is the case, was there no official request put in for specific movements for Garzoli and Perdock to be out side those guidelines?
These are the details of transparency that must be followed, these are the details the BOS must be able to keep a close eye on, it takes this level of oversight to keep a close eye on the public monies being spent. Can you and the BOS please take a look at this and get some answers, didn't Farrington and other BOS members indicate it was time for Mitchell to fish or cut bait, yet this situation continues to languish in obscurity.

The citizens are tired of doing this type of constant oversight when it should be an ongoing and defined process of oversight done by the BOS. We are sending this message to each of the BOS and to Kelly Cox and Anita Grant. Please, and we know you have heard it before "do your jobs" the taxpayers pay a lot of money, and not for this type of thing to continue to happen. We would ask that you report back to the citizens in the Tuesday meeting or via local media as to this situation and correct it ASAP.

Lyle Thomas is an American Indian from the Pomo Nation. He is a quit, kind of laid back type of deputy. He is very professional and a good man. After high school he joined the Marines. After a successful tour, he became a correctional officer and then tested for deputy. After completing the academy, he patrolled mostly on the east side of the county (LCSO calls the south end). He was a Field Training Officer and is now a detective. You couldn't find a better cop and why he has never tested for sergeant is a mystery.

However, as a trusted friend, I have a question for you: If I was to contact Baxter and talked to him about the "issues" I have about the LCSO, will he run and "out" my identity to others that have no business knowing that I had contacted him and told him my story? Almost: passionate advocacy for a position (or candidate) is one thing. Flaming and stomping and shutting down those with whom you disagree is quite another. There should always be room for informed and intelligent and zealous debate, within the framework of civility. If you are advocating for a particular cause or person, say so, and be willing to let others do the same. Otherwise, this blog (which is meant to be a discussion, under normal circumstances) is no better than any other site, whether it be for Mitchell or Hopkins or Baxter, or whoever, because it is not meant to encourage discussion and intelligent choices. That was the point, and still is. I understand the purpose here was the ouster of Mitchell and Hopkins. Okay, got no problem with that. But if it is all Rivero, or all any other candidate all the time, then change the blog name. That wasn't the point, as I understood it. Just so everyone understands why this possible Perdock situation is so important, is because the rules and policies of the SO and the county states clearly that it is forbidden to hold second jobs as a sheriff officer this is very common in business organization everywhere. This policy is to be enforced, and no Sheriff Officer can or is allowed to hold a second job while emmployed by the county. As we all know many officers have done this and the Lovelace group is making this a part of our requested investigations to the agencies we are in touch with we mentioned earlier today. If anyone gets verification of this being Russell Perdock our home boy, please post it asap and we will have more documentation of this condition, of which Mitchell is very aware of.

my kid set up this computer so i could post. being simple minded i am hunting a pecking for the keys on this keyboard to tell everyone what i think. the kid is telling me to use the shift key and i told me i will shift him if he gets in my face one more time. i think this lovelace site is a perfect example of just how angry the people are in this county. we have freedom but the police in this county think they are above the law and forget we have rights. this will not work and we are in trouble if the current sheriff stays in office.

Do you think that the death of Lynn was the only woman that they covered up and pretended that she wasn't of any imporatance. These criminals will go to ANY length to cover each other. Lets look at what Mitchell has done so far.
1. Temporarily promoted Rivero to sergeant and publicily praised him. Then when Rivero runs he is magically not qualified. Then when he passed on the second test, Mitchell past him. This is even after his memo said he reserves the right to pick ANYWHERE on the list.

2. Mitchell arrives on scene of the Dinius/Perdock crash. Allows three sergeants to argue about the PAS and waits three days until calling for help. Even though there is several Napa deputies living in Lake County that were trained by the sergeant from Sacramento.

3. Mitchell fires Beland after he testified but took no action on anyone else.

4. Mitchell fails to lock the case from department view and catches Perdock viewing it even after being told not to do so.

5. Mitchell allowed the racial/police abuse poster to be hung next to his office.

6. Mitchell took no action on the sexist poster in Garzoli's office of his wife.

7. Mitchell failed to review the DEA grant or have another person review it.

8. Mitchell did nothing after heading Howe allowing children to ride in the DEA helicopter.

9. Mitchell again failed to lock a case (Rusty Wright's case) from department view.

10. Mitchell allowed Wright to not be arrested even with him in possession of stolen property.

11. Mitchell allowed 3 FTO's to publicly humiliate Lande even after he knew Lande only complained about a sergeant.

12. Mitchell refused to release the EEOC findings.

I'm waiting to read the warrant report before or if I make a comment on Martin. I know Martin is a very smart deputy. I have a hard time thinking what I have read is the only PC for the warrant. I'm not calling Lovelace a lair (by far means), but I just want to read it.
 

So who are you endorsing for DA? Did I miss that or have you not decided yet?
 

Not Hopkins, but I'm still on the fence about Anderson and Rhoads. Rhoads has supervisor experience at LCSO, but Anderson does not. Anderson has relatives in the DA's Office or LCSO, but Rhoads does. I just don't know, but it will not be Hopkins and I will not just toss my vote out.
 

If Mitchell was doing his job we wouldn't have to ask Burke to check up on one of his boys. Does animal abuse go through Hopkins? If it does, then here we go again.
 

All I ask is that before you pick between Rhoades and Anderson and make your opinion known, be really sure and sound. A lot of people are reading this and will vote by influence. I have a personal preference for one over the other but it's personal and probably not professional thus no reason to be "public" about it. Keep up the good work with what you're doing here. Keep us informed with accurate information. We don't seem to be able to get it anywhere else.

This is the Lovelace group, so many great posts tonight, several of us our over a house watching the blog and planning, but there has been so many funny post we can't get anything done, we have to ask why is it us citizens are so damn funny and witty, we swear to you we don't think we have seen a witty post from the corruption supporters yet. Why is it the citizens who want justice and transparency are so much more funny, really its true, its amazing.

Ok on a serious note, to the post regarding what our choice might be for DA, at this point in time we are leaning towards Anderson, but any input all of you have we will look at, we at this time will not post our reasons for this choice but just to let you know that is the way we are leaning right now, any input as to where you all stand is helpful.

We know what you are saying on the Martin warrant, it really is that simple, we have all 30 pages of the narrative and return etc. But we would need to scan it all and then get it on disk and then to post that whole thing on the site is a bit tough. Not sure how else we get it to everyone, the cost at the court house is 50 cents a page, and it sounds as if they are trying not to hand out the whole thing now. Just a heads up.This is Lovelace.
 

Well I have already made my mind up as to the vote for DA. It is Anderson. I know him personally, and have spoke with him on many different issues. He unlike Rhoades has no family within the Depts. He is level headed, a go getter, fair and honest! He may not have the supervisory experience as Rhoades does but I also believe when someone is determined anything is possible. I never had experience yet oversaw 30+ agents in a office, owned businesses and oversaw staff. He is a lawyer knows the law and he has common sense. Now if anyone out there can present to me as fact that he is not the man for this job, and I will open mindedly take it in for consideration. G
 

Don Anderson was born to be a DA, get it...D for Don & A for Anderson. Plus he's honest & fair, knows law and the court system. I also like that fact that he isn't a glory hound. He will work for the people with no hidden agenda.
I'm worried about Rhoades ties to the SO and more of the same BS.

so I guess by Perdock's new venture he is going to be doing biohazard cleaning, do you think Mitchell will instruct his deputies to hand out Perdock's business cards to all the crime scene victims who have biohazard messes in their homes or vehicles as a result of some unfortuante incident for them? That way Perdock is not working directly for LCSO but he benifits from the connection. Sounds like Mitchell is still looking out for his boy.

You know, it's kind of sad because the county needs a company like that. Unfortunately it is Perdock but can he take customers from a LCSO referral? If he is terminated (cross your fingers) he can do just that and with no competition he will clean up to be bank.
