1005 Monday morning quarterback is about the same as "sidewalk superintendent you know the people that watch the construction zone work and such. I guess in simplest words it is second guessing for another term. I can see however how it was surprising that someone young or old would not know that term, it has been used for years not just in a football game but everywhere, but what the heck now someone has a new term to use.
It seems to me based on everything I have heard and read, that Mitchell has gotten himself in deep hot water, it was mentioned at the last debate how Mitchell distributed by word to third parties but in writing also the attacks on Tom Carter, and using lies such as tax evasion being part of the DEA case. This is in my opinion blatant libel and slander, the calling people criminals and distribution to third parties, and on and on. He seems to have gone off the deep edge, he is being very stupid in these quotes and comments. I don't know the law, but this seems terribly slanderous, Liz seems to be following in his footsteps. What has happened to these people, are they losing it?
Funny I just went and checked the comments on the papers and even on the hate Rivero blog, 90% fake names and anonymous postings. And they try to hit this Blog for anonymous postings, That's a rose colored glasses claim. Get use to it people, you holier then thou attitude about anonymous postings goes against the grain of nearly every communication internet system out there. Hello to this site. I have talked to some people from out of your area. They have told me somethings I feel I should say here. They are close enough to know about Mr. Mitchell the sheriff. They said that everyone should be careful, that many looking at this think that the sheriff and some deputies are capable now of very bad acts. Illegal and they say maybe harmful to peoples they say that people could be hurt by these people and it is not a good condition. They say, they think that some have tried already now. That everyone should watch out behind them, or their back I think. You all should be careful I hope you help each other and watch out. Oh no it was a strong arm, secret ballots are only viable when the vote has variables, when it is 44-0 no one gets blamed, if for example it would have been 26-18 then no problem, but everyone knew if a couple didn't not submit to the pressure they would have found out who it was, and no one could have been safe. The good deputies had to vote that way because each one was scared if they did not they would have been discovered. Nice try, the games are known and some of those 44 have said so.

I've talked with no less than 20 deputies about their support for Sheriff Mitchell. All were sincere and had no problem painting a picture of Rivero that matches my opinion. I plan to talk with the other deputies one on one and I'm betting I won't find a single one who supports Rivero.
I spoke with a deputy who indicated he wasn't exactly thrilled with Mitchell but said there was no way he'd vote for Rivero. The man just isn't a viable choice.

I just came from a perfectly fabulous day of supporting Anderson at Angel's for lunch, then Rivero at Ployez for appetizers, champagne, and live music. The weather was perfect, the crowds were upbeat and friendly, and more volunteers are stepping up! Thanks to everyone who is helping to elect these two fine men. We are ready for change!
Well, I "was" sitting on the fence until I got up here and had a chance to watch the last debate. While I didn't necessarily think either was a good choice for the job, the cavalier attitude of Mitchell and the crack he made to Rivero about quitting now so we can fill your position knocked me off the fence.

543,542 first thanks for the update on the Ployez event had heard from several people that it was a great time and really sets the stage for the Rivero victory, thanks for posting the update. Post 552 thanks for your honest and forthright you are invited to call Rivero anytime he will return your call and he will talk with you and be right up front. Sometimes it is difficult to get the full sway of a person watching a debate like that and when one has to always be on the defensive it makes it even harder. You are also right on things like the Governer, Brown or Meg, not to sure anyone of them is the cats meow on candidates. Indeed 756, for the first time we can urge the deputies to cast their vote for Rivero many will. Could you imagine the backlash in the county if Mitchell remained sheriff, no citizen would be safe, all holds would be off, the terror he could bring would rain down on this county like a southern thunderstorm. I had occasion to talk to several people today at a local business and the Sheriff's race came up. The general feeling among these people is that Mitchell will be voted out in November. They feel he is not through with his mud slinging and they expect to see something outrageous coming out from he and his supporters. These people said they are tired of him and the things he's gotten away with. None feel comfortable or protected by a department run by this man and his negative campaigning has turned off most people they know.

I see Sheriff Mitchell has promoted Bryan Martin to Lieutenant so backstabbing and butt kissing is truely the road to success with the LCSO. So, lets see if i have this right. Martin must now be on a years probabtion as a Lieutenant and Mitchell will be long gone by the time his probation is up. Perhaps its time Martin started some butt kissing with Rivero who will have the power to dump him.

We do hesitate with his Repulican roots, however their is two sides to the story, suspect there some bad guys that went down big time as those stories unfolded. We already have a huge problem getting anyone to agree with the citizens reports on corruption, from the AG to FPPC to the Grand Jury. We have no protection here There has to be an intermediate level that is the reporting agency above the sheriff system. The sheriffs have far to much autonomy, no one watching at a higher level. They have way to much free rein. Mitchell is the perfect example of no one guiding him and stopping him from creating his fiefdom he fights not to lose. But that is for another time.

the sheriffs are getting restless. most S.O.s are tired of the hooplah. most of them secretly support rivero because mitchell has brought a lot of criticism on the department. there are a lot of good cops who have been publicly tar and feathered to take the blame away from Mitchell. frank wouldn't do that.

In an election year, the decision is usually between the devil you know and the one you don’t. But for this sheriff’s race the choice isn’t that hard.
My wife and I became interested in this race first because of the local law enforcement’s reputation. Later, primarily because of the nationally reported power versus sailboat incident, but there also appeared to be a long list of public fund misuse, firings and lawsuits. All roads seemed to lead to the Sheriff and leadership or lack thereof. Not so much to his deputies.
Once the election campaign really began, a clearer pattern emerged. Most importantly was the incumbent’s campaign tactics reminiscent of a Chicago political boss, to wit: demonize the opponent, ridicule his record, deflect from your own, deny any knowledge of wrongdoing, pander to the troops but remove those that disagree and cultivate favoritism. I may have missed some, perhaps the always present promise to change and do better, or a focus on image rather than accomplishments. But my bet is that we will see more negative charges from a desperate low-achiever before it’s over. The interesting thing about all this is two points.
The first is that many of the players affected are cops themselves. The boat occupant that died, the cop who caused the accident and was regarded enough to become a captain, and the investigating deputy, all are now gone. So too a fund-misusing helicopter trainee, a corrections officer and the list goes on. Replace these with wrongful lawsuits against the County. Add to this the disrespect shown toward the political challenger, also an officer, in debates attended by law enforcement staff and one wonders what examples and standards are being given. The person still in place is the politician himself with fingers pointed outward. I’ll bet even the cops are wondering whether this is a question of keep experience or change a pattern.
Secondly, look through the smoke about the challenger. He was tough and smart enough to escape a bad teenage environment, earn several hard to acquire credentials and achieve commendations as a San Francisco street cop for helping to rid the streets of gang and drug dealing. He went on as a successful businessman and even challenged an unfair business environment. It just doesn’t sound like a person that should be demonized. You might not agree with his proposals such as community review, input and involvement for better service, or even like his personality, but I wouldn’t show disrespect.
In my view, the only thing to gain by electing the incumbent is to reward bad behavior. The gain for electing his opponent is a tougher-than-nails reformer, a willing-to-listen learner and a welcome break in the old pattern. For me, the choice between these devils is the easiest I’ve ever made.

Sounds like it is a mess on this AG thing, Jerry never helped Lake County. Do I understand correctly that even those in support of legalization have issues with prop 19, in that they say it is geared toward to much state and taxation control, and is actually a negative for those that want legalization? This is getting very confusing to me, anyone with input that can give a clearer picture, I am for legalization, but don't want to be duped by a shifty proposition? Help!

He was a CO who also worked as an assistant Range Master and armorer for the department. Mitchell fired him in the blink of an eye to demonstrate what a tough nononsense leader he was.
Inside sourses indicate this guy was no longer working as RM & A so he called the SO and told them he had some weapons parts he wanted to turn in. The parts were used to rebuild or repair SO weapons which was a part of his job. A Sergeant was sent to his home to pick them up and did so. An hour later he returned the parts saying he was not comfortable doing so and suggested the CO bring them in himself. Shortly thereafter that same day SO Detectives showed up with a search warrant for his home and took the parts which had been placed in a bag by the front door. Everything went down hill from there and he was eventually terminated and I believe accused of theft of county property.
If he had automatic weapons parts I do not know. If he was an armorer he would have had access to such parts although having them at his home was in question. Did he misappropriate county property or possess illegal weapons parts I do not know. I understand this case may be pending in court.
One issue is the fact that once again in the blink of an eye this man was termineted by Mitchell. He had not beer tried or convicted of any crime. If he was placed on administrative leave pending an internal investigation it only lasted two weeks while others last months and years in Mitchell's department depending on who they are. Is he guilty of a crime or even a policy violation I do not know but once again things look suspicious on the part of Mitchell and his gang.
What this boils down to is a total lack of trust of the LCSO and their Sheriff based on past practices. We would hope they did the right thing condiucting a fair and unbiased investigation but we haven't seen many of those lately. I guess we'll see when and if it gets to court. What I would hope is that once the election is over and Mitchell is a lame duck, certain investigations can be started between November and January, so he gets nailed prior to his leaving the position. Perhaps enough people will come forward once they know the coast is clear and Mitchell is toast.
After the Dinius trial I could not support another four years of Mitchell or Hopkins but like many people was concerned about Frank Rivero and other's exposure of racism in the Lake County Sheriff's office on Dan Noyes channel 7 news. Not wanting to throw my vote away I made it my business to get to know Frank Rivero. I can honestly say when I cast my vote for him it comes from a belief that he is the best choice and a good human being. Frank stands in his truth and has been willing to run point for all of us against the corruption that exists in "our" Sheriff's Department.
I'm a republican of long standing. Now I'm faced with a very clear delema, that of how can I continue calling myself a republican when I just can't put my endorsements on any of candidates and or the propositions they support. I have always thought about the republican party as those that wanted states rights, but now all I hear and see is their elitist ways. I,m putting my support for those in the democratic team. yes on 19, yes on Jerry Brown, yes on Gavin Newsome,yes on Frank Rivero, and most importantly yes on truth and true justice, not twisted idiologies. As a future police academy participant, I have gone on numerous ride alongs with neighboring counties departments. Many times the subject of the sheriffs race comes up, and without exception all of the officers/ deputies have expressed deep concern if Rivero is elected. I don't understand why these men and women would feel this way when they have no direct involvement or ties to this county. Things like "I wouldn't by that man a beer to spit in" and other such impassioned responses have come from them. Can anyone explain this?

However the citizens answer to them is leave if you won't change. However they all will stay, and their will be the typical meetings and sit downs with their new boss, and the majority will agree to tow the line. This is always heard when there is an organizational change over, but none of it ever really comes to fruition.
Swat members are despised by the street officers, as they are part of the same GOB network and as the officers say they think their shit don't stink but their farts give them away. In the case of the above named officers it is sad that men like these choose to follow such a terrible leader into the gutter and still try to support him. None of these deputies have been trained as a proper police officer, they do not understand public relations, and they have been brought up in an antagonistic relationship with the public vs a cooperative one. The goal of this site is the understanding that there are many good officers in the force and we support them, they however are in the Mitchell jail and our waiting for this nightmare called Mitchell to end. I hope the future policy academy participant will take the time to get to know Rivero, especially if they vote in Lake County. I have come to trust him totally, and believe that he will attract people who want to help make the county better, and assign the right resources to the important issues such as budget, priorities for LE, 21st century technology, substations, etc. Anything he needs to learn more about, he will. I can't take another four more years of Mitchell because many in LE don't want him. Tough. They need to get over it and come around if he is elected. He listens and he cares about everyone, not just "his boys".
I would state again those that took a oath in the sheriff department,then violated that oath to protect Perdock needs a bureaucrat that thinks they work for the people and not each other.I state also the tone for what has gone on with the Mitchell bunch is condoned by the board of supervisors. Xar as a person in training , look around LCSO and just count the # of minorities on the job.I know that there are some very skilled female officers but how about gays, asian, blacks and of course hispanics. I don't know your sex or your ethnic status, but just look around and see who is there. It is my hope that we will soon have more diversity in the sheriff's dept so the entire community will be represented and truly servered. Thank you for statements and your support. The event in Spring Valley today was a big one for Rivero, a lot of people were there and it was a great time. Interesting to see some of the people who showed up and showed their support. I do not want to mention names but one girl who we thought was lost from the Rivero campaign was there and it was great to know she is still with us and with Rivero. You know who you are and we are happy to have seen you there. Several other notables were there and in total it showed a lot of votes going Rivero's way as these folks are attached to many voters family and friends. Some who showed up were former Mitchell supporters and everyone is grateful for their attendance and their show of support. A great show of support for Frank and a great day.

Sure, no problem. Everyone was wonderful at Ployez. I know they are famous for their champagne, however the Cabernet was incredible. Frank was great! Vary articulate and gave a nice talk. Nothing rehearsed. Nothing written down, just straight talk.
I sort of freaked out when they busted out the Jerry Brown signs. Likewise if some Meg Whitman signs came out I might have spilled some Cabernet all over my nice WalMart blue jeans ; )
Xar; if I may. I offer my full support and wish you the best in your career choice. Speaking from my own failures and lessons learned; pick a department that you have strong ties to the community. Know the politics, but at some point ignore the politics and just do your job. It's all about the citizens and the reward you get from helping your community. Let's be honest, it is also exiting. Working in a community you know nothing about can work for some people, however the feeling isn't as rewarding. Ride along. Study and learn your POST academy stuff. Learn the department policies and don't listen to the malcontents. Every department has it's issues. A Le Mercenaire life can be empty. It's all about serving your community. Fight the good fight. Have some fun too!

514 I have absolutely no idea why you posted that to me. I had honest and real questions that I was asking. I would like to say thanksagain to Oliver for a very good and respectful answer to my questions. And Thank you to RedC for his words as well. I am unfortunately not a minority, (insert white married with kids male) but I think that a diverse department is far better equiped to relate to and handle the various calls from the community. I would love to work for LCSO, and I am hoping by the time I apply, there will be healing in this community (as Lovelace put it). I don't agree with using a ton of reserves (because I need money for my family too :) ), but I do trust and respect whatever the sheriff feels necessary for the community. I know this county is a diamond in the rough, and IMHO the meth problem must be handled. I am not so naive to think it can happen overnight, or that if I get hired I alone will be able to solve any problem alone on that sort of scale. But I truly want to work for/with this community. Here's to hoping that whatever the outcome, we will be able to move forward in support of our civic leaders and help lead this county to a better tomorrow.

I was introduced to Deputy Rivero shortly after he was hired by the LCSO in May of 2007.
On Wednesday, 12/03/08, during the morning, I was in the main office at LCSO. I saw Deputy Rivero in the report writing room. I asked him why he was at the main office and he told me he was going to meet with Captain Perdock. We were unable to talk at that time and he said he would call me later.
Later that day, at approximately 1130 Hrs., Deputy Rivero called me and said he had been in the main office to talk with Captain Perdock concerning the sergeant’s eligibility list. Deputy Rivero told me Sergeant Gregore contacted him the day before, and Sgt Gregore said that he “couldn’t stand it anymore watching” Deputy Rivero make himself “look silly” by thinking he was going to be promoted. Sgt. Gregore then told Deputy Rivero that the sergeant’s list had been cancelled about a month prior and the Sheriff was going to retest. Deputy Rivero told me that the list had only been activated for five months at the time of the reported cancellation. (Promotional list are usually maintained for one (1) year unless it is extended for an additional year.)

During that same conversation, Deputy Rivero told me that he was concerned that Sheriff Mitchell was upset and retaliating against him for having brought a deputies’ misconduct to his attention. Deputy Rivero told me that when he took the sergeants test in June, 2008, and attended the promotional interview with Sheriff Mitchell, the Sheriff ask Deputy Rivero if he was able to remove a “cancer” from the department and the “cancer” was a deputy, who would he remove and why. Rivero told Sheriff Mitchell that Devincenzi had mocked and mimicked Deputy Ben Moore who suffers from Multiple Sclerosis. Deputy Rivero told the sheriff that Deputy Devinzenzi made a habit of driving over 100 miles per hour while on duty with no justification or need. Finally, Deputy Rivero informed Sheriff Mitchell that Deputy Devensenzi had turned off his computer prior to the written portion of Deputy Rivero’s sergeant’s examination.
I later learned, from a personnel complaint filed by Deputy Lande after Deputy Rivero’s sheriff interview, that Deputy Rivero’s allegations against Deputy Devinsenzi were all true. Deputy Rivero was the first to alert management to Deputy Devincenzi’s on duty misconduct. Despite being told of the misconduct, Sheriff Mitchell inexplicably promoted Deputy Devincenzi to sergeant.

And one of Mitchell's main supporters is the head of the local White Supremacist Group in Lake County. Some say that Mitchell is a high ranking officer in that group.

To the above poster who said Mitchell has NO Endorsements from MCSO or CHP, I know Sheriff Allman supports Mitchell and my brother who is a CHP in this county says there is not ONE Officer in the ENTIRE Dept. who supports Rivero. And according to him, their descision is based on the times they worked with him. Yes Mitchell's record of support with other agencies is nearly non-existent. None zero zilch of upper management of the CHP supports Mitchell, in fact they despise him and will have nothing to do with him. They believe he is the most unprofessional LE and want nothing to deal with him. Allman of course is a GOB and counts for nothing, as he is of the same corrupt make-up of Mitchell. We hope to be assisting Mendocino in their removal of Allman when he is up next for election. State wide not a single city or county police force of their own volition supports Mitchell. I heard that the Lakeport city council is endorsing Frank Rivero for sheriff. I did not know that they engaged in that, does anyone have a confirmation on this?

Post 1209 not sure what the reference is to the comment, where did the quotes come from etc. Sounds like the racist KKK and associated ideals with Rodney Mitchell, I know that Rodney has a huge racial problem this is one of the things that has been presented to the citizens on this site. His relations with the Tribal community and the Hispanics is terrible, and this has been exposed in a number of different ways from his "DUI" check points, which always seem to net more on papers then ever on actual alcohol issues, which is interesting. This along with the "screen test's conducted by deputies and the EEOC complaints across the board point to Rodney been right along the same lines as KKK Klint.

I get the feeling that the Mitchell/LCN campaign team along with KKK Klint and the other GOB's have finally started to give up. Their past attempts at attacking non-stop those that would appose Mitchell have not worked, this site and all the citizens did not wilt under these attacks, They were fired back upon and notice was given that we will not stop and your tactics will not work. That we have resolve and this time the end is approaching. These efforts have stopped the effects of the Mitchell regime, and word has it the campaign is in total chaos. This has been a year long effort and was foreseen when the model of this site was first created. The citizens have stepped up to the plate and swung a heavy bat against this embedded elitist group of corrupt supporters. Now they have seen that their efforts to stop this site and the citizens have been futile and without merit. The use of the local media to do his bidding has also failed and each of those media outlets has hurt their cause and their business. Now the citizens must make one last push to the end of the election process, we must be ready for the Mitchell regime to try other attacks but understand to that those efforts will be futile. The use of some deputies to attack and attempt to scare and intimidate people has been documented, and Mitchell in many instances has libeled himself and his headed to major lawsuits following his loss. Then comes the Dinius trial and more trouble for Mitchell. The plan has come together and the citizens should be proud of this effort.
152 this is were you are incorrect and you opinion is without fact. These paper issues are not along with a DUI they are simply papers. You should also remember that there is a law that states a number must be assigned as to what sequence of cars will be pulled over for example they will set the number at 4 and every 4th car will be pulled over. In observing the DUI check points it was found that the sheriffs department was pulling over anyone with a look of being Hispanic, thus more papers arrests then DUI's. These are pure facts. Therefore as you can see your theory is incorrect. Your statement concerning how good it is that undocumented people are being arrested is also in error. As the process we describe holds no merit in probable cause but is a system used to attack people based on looks, if you believe that is a good idea then you are totally removed from the values of our Constitution and American ideals.

334 you are correct in that the SO is not the only agency involved in the check-points and in fact I have no problem with properly run check-point, the other entity is the CHP they work in coordination with the SO, and none of this is made, up. The designated car number was made law exactly for the purpose of stopping illegal profiling. The CHP and SO sometimes try to get around this by saying they stop every car that comes along the road where the check-point is, that in fact is a false claim, as they have been watched and they do not always have just the right amount of traffic to do so, unless they force people to wait an hour in line which they are not likely to want to do. I appreciate the fact that you are not supporting Mitchell, and in fact am grateful, what I describe is however not made up, and some of the "screen tests" came directly from the check points when this was going on. It sounds like we are actually on the same page, just a difference in understanding the methods by which racism can be done.

I love my life, I love Lake County and I love the fact that this election is going to make History. The History being Mitchell lol.
419- do you mean Mitchell is history because he will be gone or is Mitchell history for being the winner. I hope you ment the first because in my understanding of history all the bad things Mitchell has done ie: the Dinius issue, Garzoli, Beland ,Morshed ,, the list goes on and on should hopefully be behind us when Frank Rivero is the victor in November.

Just finished talking with some folks who work at the court house, guess what the word is in the courthouse? All the talk is about Rivero winning and how and what is going to change. Yup the word is being jousted about that Rivero is going to win this thing, and everyone seems pretty happy about it, most feel like Rodney has hurt our county and moral is low. The BOS they say is lying very very low. Some are wondering if they will be next or if things will calm down. Farrington is keeping his head down along with all the rest of them, Farrington thinks he may have dodged a bullet at this point, as he hid information that was given to him, and Rushing is in the usual la la land, Comstock and Smith won't say a word, and Brown has disappeared. Everyone seems to sense that change is in the air.
The question on the table is will the Mitchell/LCN campaign team try one or two more hate hit pieces or have they figured out they have damaged themselves to much. It is a big question mark right now. My guess would be that Rodney cannot stop himself neither can Liz she has used her paper to attack people and to promote Mitchell that is a shame and sad statement. We will see.
Excerpts from a CNN report on Arpaio, these sheriffs are out of control and they have no one to report to, they have to much free-rein, and they have been taking advantage of it.
But those CNN talked with say look closer and you’ll find that Arpaio uses the same force and tactics against criminals and against those he considers a political threat - including judges, politicians who challenge his views and even people like Don Stapley, who sits on the Maricopa County Board of Supervisors, the local governmental body that approves Arpaio’s annual budget.
“Anyone who ruled against him, anyone who disagreed with anything he had to say, became a criminal target and criminally investigated,” Stapley said.
Stapley says a few years ago he questioned expenditures by the sheriff’s office including trips to a resort in Honduras by sheriff’s deputies. The next thing he knew, Stapley says, he was under a criminal investigation and arrested by sheriff’s deputies for failure to properly disclose property and finances on campaign finance records. Maricopa County Budget Director Sandy Wilson says she asked for all county agencies to trim their budgets when suddenly she too was the target of a criminal investigation by Arpaio’s office.
“Who would have ever believed that the way about us - to stop us from doing our jobs would have been to go against individuals within my office, myself included, the county manager, criminally,” said Wilson whose investigation never made it past the grand jury stage for lack of evidence of any crime.
Arpaio’s office says all the investigations were legitimate, that investigators had probable cause and a duty to investigate; others call it intimidation and an abuse of power.
But those CNN talked with say look closer and you’ll find that Arpaio uses the same force and tactics against criminals and against those he considers a political threat - including judges, politicians who challenge his views and even people like Don Stapley, who sits on the Maricopa County Board of Supervisors, the local governmental body that approves Arpaio’s annual budget.
“Anyone who ruled against him, anyone who disagreed with anything he had to say, became a criminal target and criminally investigated,” Stapley said.
Stapley says a few years ago he questioned expenditures by the sheriff’s office including trips to a resort in Honduras by sheriff’s deputies. The next thing he knew, Stapley says, he was under a criminal investigation and arrested by sheriff’s deputies for failure to properly disclose property and finances on campaign finance records. All charges against Stapley were dismissed.

This is the declaration of Kip Ringen which was posted on the Blog yesterday, it accidentally went into spam and is now being posted. It is in two parts and it is Kip Ringen exonerating and supporting Frank Rivero.
I was introduced to Deputy Rivero shortly after he was hired by the LCSO in May of 2007.
On Wednesday, 12/03/08, during the morning, I was in the main office at LCSO. I saw Deputy Rivero in the report writing room. I asked him why he was at the main office and he told me he was going to meet with Captain Perdock. We were unable to talk at that time and he said he would call me later.
Later that day, at approximately 1130 Hrs., Deputy Rivero called me and said he had been in the main office to talk with Captain Perdock concerning the sergeant’s eligibility list. Deputy Rivero told me Sergeant Gregore contacted him the day before, and Sgt Gregore said that he “couldn’t stand it anymore watching” Deputy Rivero make himself “look silly” by thinking he was going to be promoted. Sgt. Gregore then told Deputy Rivero that the sergeant’s list had been cancelled about a month prior and the Sheriff was going to retest. Deputy Rivero told me that the list had only been activated for five months at the time of the reported cancellation. (Promotional list are usually maintained for one (1) year unless it is extended for an additional year.)

Deputy Rivero told me that when he took the sergeants test in June, 2008, and attended the promotional interview with Sheriff Mitchell, the Sheriff ask Deputy Rivero if he was able to remove a “cancer” from the department and the “cancer” was a deputy, who would he remove and why. Rivero told him it would be Deputy Devincenzi.
Deputy Rivero informed the Sheriff that Deputy Devincenzi was bad for morale because he abused, harassed and in one instance struck another deputy. Rivero told Sheriff Mitchell that Devincenzi had mocked and mimicked Deputy Ben Moore who suffers from Multiple Sclerosis. Deputy Rivero told the sheriff that Deputy Devinzenzi made a habit of driving over 100 miles per hour while on duty with no justification or need. Finally, Deputy Rivero informed Sheriff Mitchell that Deputy Devensenzi had turned off his computer prior to the written portion of Deputy Rivero’s sergeant’s examination.
I later learned, from a personnel complaint filed by Deputy Lande after Deputy Rivero’s sheriff interview, that Deputy Rivero’s allegations against Deputy Devinsenzi were all true. Deputy Rivero was the first to alert management to Deputy Devincenzi’s on duty misconduct. Despite being told of the misconduct, Sheriff Mitchell inexplicably promoted Deputy Devincenzi to sergeant.
On Thursday, 12/04/09, Deputy Rivero telephoned me in the morning and he was very angry. He told me that Captain Perdock left a message on his phone saying that the Deputy Sheriff’s Association (DSA) had gone to the Sheriff and opposed the promotion of Deputy Rivero to sergeant. Captain Perdock also stated that per LCSO’s Memorandum of Understanding (MOU) [section 6.7.4.] Deputy Rivero was unable to be promoted.
I informed Deputy Rivero that I, as the president of the DSA, had no discussion or vote to have him disqualified. I told him that the only person that would be able to bring an issue such as that to the Sheriff was the president, and that I had not.
I then went to Captain Perdock and told him I had just talked to Deputy Rivero. I told him the DSA had never gone to the Sheriff to complain about Deputy Rivero being on the list or being promoted. I asked him where he obtained that information and Captain Perdock told me he “Must have been mistaken.” He added, “I assumed the DSA was involved.”

I should clarify, I thought I just read Ringen was in mitchells corner now. I can't believe I'm saying this, bit change is looking better and better.
This is a testimony of Ringen many many months ago, do not be confused, it appears the purpose of posting this was to show the reality of the flip flop of Ringen for his own purposes. As it appears he back Rivero all the way, and now he is against him. He hated Mitchell and went to the Grand Jury against him, and now he is with him. It appears the anonymous poster gave this to the blog for this purpose.
I would like to hear more of why I should vote for Rivero, and less of why I should not vote for Mitchell.

Captain Perdock then brought up the issue of the MOU that supposedly would not allow Deputy Rivero to be promoted. The section states in part, “one can not be promoted if on probation and can not test if on probation, except in open competitive examination.” I told Captain Perdock that the test had been an open competitive examination.
Captain Perdock walked into Lt. Brown’s office and I followed a few minutes later. Lt. Brown said that the first part of the sentence “stood alone” and that was why Deputy Rivero could not promote. I told him that I disagreed and that “except” in the sentence modified the first part of the sentence. Lt Brown argued back that the comma in the sentence changed the meaning of the sentence and prohibited Deputy Rivero from promoting.
Captain Perdock and I exited the office and continued to talk about the meaning of the sentence in the MOU and if Deputy Rivero could promote or not. I suggested to him that it would probably be a good idea to promote him because of problems that Deputy Rivero had had before, during and after the testing procedure. I told him about how certain deputies tried to discourage Deputy Rivero from testing and attempted to recruit other deputies to test in the hopes of making it more difficult for Deputy Rivero.
I then suggested to Captain Perdock that it probably would be a good idea to promote Deputy Rivero since he was a minority. Captain Perdock stated he took offense to the usage of one being a minority. I again reminded him of the problems that had occurred before and that some of the people that had tested against Deputy Rivero had made disparaging remarks about him prior to testing.
Captain Perdock then questioned me about the disparaging remarks. I told him that I had heard some comments made towards Deputy Rivero months ago by Deputies John Gregore and Joseph Dutra. They were talking to Rivero and the words “wetback” and “bandoleer” were used. I informed Captain Perdock that I contacted Deputy Rivero immediately and asked him if he wanted me to take action. He said he did not.
Captain Perdock then returned to Lt. Brown’s office. About fifteen (15) minutes later Lt. Brown contacted me and ordered me to write a memo about the incident dealing with Deputy Rivero. I completed the memo and gave it to Lt. Brown. Shortly thereafter, I was placed on administrative leave.
In my opinion, Deputy Rivero is intelligent, competent and well suited for the position of sergeant. I feel that racial animus and the “Good old boys system” at the LCSO have prevented Deputy Rivero from promoting to sergeant.
I swear under penalty of perjury that the aforementioned is true and correct to the best of my knowledge.

Who really cares what camp Ringen is in? He is one vote and one vote only. Oh wait make that two, forgot about Burkdoll. All these two have shown the public is how wacky they really are!
They are both loose canons ready to explode. Rivero doesn't need anymore drama and certainly not from those two. He made a very good decision on cutting them loose.
